Description
Canoe Procurement Group of Canada, is posting the solicitation on behalf of CivicInfo BC, RMA, SARM, AMM, LAS, UMNB, NSFM, FPEIM, MNL, NWTAC and its current and potential Members and represented Associations and their Members, which includes local Governmental and other not-for-profit organizations located in all provinces and territories in Canada including but not limited to British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador and Northwest Territories. Request for Proposal (RFP) to result in regional and/or national contract solutions under the rules and regulations of the New West Partnership Trade Agreement (CETA) for this procurement, Canoe/Sourcewell is requesting proposals for Water Collection and Control Products for Community Infrastructure to result in a national contracting solution for use by its members.
Members include thousands of governmental, higher education, K-12 education, not-for-profit, tribal government, and other public agencies located in Canada. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal (

). Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposals are due no later than April 8, 2025, at 4:30 p.m. Central Time, and late proposals will not be considered.
Sourcewell and Canoe are seeking proposals for Water Collection and Control Products for Community Infrastructure. Awards under this solicitation will be in two (2) categories. Proposers submitting a proposal in Category 1 as defined herein will be submitting in the category that includes all types of Water Collection and Control Products for Community Infrastructure, per 1. a.-g. below. Proposers seeking an award in Category 2, ONLY offer Temporary Dams and Water Barriers, per 2. a.-c. below. Proposers must choose Category 1 OR Category 2, NOT both.
Category 1A a.-d. solutions will only be available in the United States for contract use, and
Category 1B a.-b. solutions will be available in both the United States and Canada for contract use. All Category 2 solutions will be available in both the United States and Canada for contract use.
Category 1A: For United States only contract use. All Community Infrastructure Products for Water Collection and Control Products for Community Infrastructure, such as: Culverts; Manholes and covers; Piping and valves; and, Equipment, technologies, and services directly related to turnkey solutions a.-c. above. Category 1B. For both United States and Canada contract use. All Community Infrastructure Products for Water Collection and Control Products for Community Infrastructure, such as: Aerators and storage tanks; and, Equipment, technologies, and services directly related to turnkey solutions in a. above Category 1 responders MAY include Category 2 solutions in their response.Category 2: Temporary dams and water barriers only, such as: Temporary and emergency dams; Other water barriers of similar nature intended for controlling water; and, Equipment, technologies, and services directly related to turnkey solutions for a. - b. above. Category 2 responders may ONLY offer temporary dams, water barriers and related solutions.
All Category 2 Solutions are for both United States and Canada contract use.
Proposers must submit in Category 1 OR Category 2, NOT both.
The term of any resulting contract(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to consider additional extensions beyond seven years as required under exceptional circumstances. ). Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time. Following submission of proposals, negotiations may be permitted.
