RE: Generator Installation City Hall/Senior Center
The City of El Dorado, Kansas is seeking bids from firms/providers to provide the installation of
customer-provided emergency power generation units located at the El Dorado City Hall and the
El Dorado Senior Center. We are requesting that you review the specifications provided in the
following document and determine if your firm is interested in providing the installation service.
One (1) copy of the sealed bid must be received at City Hall by the City Clerk no later than July
23, 2026. Bids will not be accepted after this time. Bids shall be addressed as follows:

Specifications
Synopsis of Contractor Responsibilities:
The electrical contractor is ultimately responsible for providing emergency power to the El
Dorado City Building and Senior Center in the event of a utility power outage. The emergency
generator is designed to power up the entire building in both cases. The E.C. will have to work
closely with the utility company (Evergy) representative to trench underground, locate the
existing service entrance conduits and reroute said conduits to the new main disconnect switch
location and coordinate installation of the new service conductors from the transformer.
Demolition of existing concrete sidewalks, patios, and a portion of a masonry wall will be
necessary to complete this work. The sidewalks shall be restored once work is complete.
Underground work will also include conduit rough-in at the generator pad and routing
conductors to the building’s main panel, two branch circuits for a battery charger and block
heater, and control wires to a new annunciator panel as described on the plans. Note the
generator pads will be poured by the owner so coordination for rough-in of conduits will be
necessary.
The Senior Center main panel is to remain, so the new service conductors will be connected to its
main lugs. The City Building requires a new ‘MDP’ to replace the old in the same location. It is
our intent to have the new conduits and conductors installed next to the old conduits ahead of
time to reduce downtime. Then at the appropriate time the existing MDP can be replaced and all
feeders reconnected. It is our preference that the building is without power for only 3 days if
possible. There is an existing generator at the City Building that can be used during this transition
to keep the building’s communication systems operational. Planning and coordination with the
utility and the owner for this work is paramount.
The owner will be purchasing the generators, transfer switches, and remote annunciators,
including freight, from their own equipment supply sources. The installation of the equipment
will be the contractor’s responsibility. The successful vendor will provide start-up and
commissioning, and 2-hour load bank testing once the equipment is in place and final
connections are made. If the start-up and load testing fails, then the contractor shall
troubleshoot the problems and make any necessary repairs until the genset is fully operational
to the owner’s satisfaction.
The project schedule is the contractor’s responsibility. Currently the generator lead time is 17
weeks from acquiring approved submittals and the transfer switches are 10 weeks from acquiring
approved submittals. Please use this information when creating your work schedule.

Equipment Details and Specifications
Overview of the generators, transfer switches, and accessories included in the quotation.
Includes two Cummins diesel gensets: 125kW and 100kW models, both EPA Tier 3
compliant.
Gensets feature Level 2 aluminum sound-attenuated enclosures, with wind load
capacity of 180 MPH.
125kW genset has a 24-hour fuel tank, dual circuit breakers, and a 2-year warranty.
100kW genset also includes a 24-hour fuel tank, single circuit breaker, and a 2-year
warranty.
Transfer switches: 600A/400A/300A models with Power Command control,
UL 1008/CSA listed.
Accessories include annunciator panels, control enclosures, and start-up/testing
services.

Submission of Responses
1. Acceptance/Rejection/Modification to Responses: The City of El Dorado reserves the
right to reject any or all bids, waive any irregularities or informalities and select the best
bid in the opinion of the governmental unit.
2. Economy of Preparation: Responses should be prepared simply and economically,
providing a straightforward, concise description of the respondent’s ability to fulfill the
requirements of the invitation to bid.
3. Cost of Preparation: The City shall not be liable for any costs incurred by a respondent in
preparing or submitting a bid.
4. Ownership: Submitted materials become the property of the City and will not be returned.
5. Public Records: All firms submitting bids need to be aware that any submission is
subject to public inspection under the Kansas Open Records Act.
Other Terms and Conditions
1. Conflict Of Interest: No public official shall have interest in the contract.
2. Ethics: The consultant shall not offer or accept gifts of value nor enter any business
arrangement with any employee, official or agent of the City of El Dorado.
3. Indemnification: The successful proposer shall defend, indemnify and save harmless the
City of El Dorado and all its officers, agents, employees and volunteers from all suits,
actions or other claims of any character, name, and description brought for or on account
of any injuries or damages received or sustained by any person, persons, or property on
account of any negligence, or act or fault of the successful proposer, or any agent,
employee, subcontractor or supplier in the execution of, or performance under, any
contract which may result from the proposal award. The successful proposer shall pay
any judgment with costs that may be obtained against the City of El Dorado growing out
of such injury or damages.
4. Bonds: The successful proposer will be required to furnish performance, statutory and a
year maintenance bond for one hundred (100) percent of the contract price.
5. Guarantee: A proposal guarantee equal to ten (10) percent of the bid must accompany
each proposal.
6. Contract: The successful proposer for any contract utilizing federal funds shall sign a
contract including the following terms no later than thirty (30) days after the award:
a. Remedies: Provisions for administrative, contractual, or legal remedies if
contractors violate or breach contract terms.
b. Termination: Provisions for termination for cause and for convenience, including
the manner of termination and the basis for settlement.
c. Equal Employment Opportunity: Compliance with E.O. 11246, prohibiting
discrimination based on race, color, religion, sex, sexual orientation, gender
identity, or national origin.
d. Davis-Bacon Act & Copeland “Anti-Kickback” Act: Contractors must pay
prevailing wages and submit weekly payroll records.
