Title: Deconstruction and disposal of the Western Star and the Emily Jade

OBJECTIVES OF THE REQUIREMENT

CCG is requiring a qualified contractor to deconstruct the vessels in-situ and dispose of them, in an efficient, safe and environmentally responsible manner to eliminate hazards to local marine and terrestrial environments.

SCOPE OF WORK

The Contractor must perform the following:

a.        Capture photographs depicting the vessels overall condition prior to deconstruction and disposing of the vessels,;

b.        Deconstruct vessels from shoreside (in-situ), move materials to lined bins, load/truck bins onto ramp barge or other means of getting off island, with pollution mitigation measures in place as per Environmental Unit (“EU”);

c.        Barges and any other equipment must not be grounded at the incident site, due to the environmental sensitivities of the area;

d.        All deconstructed materials must be placed on a barge for transport to approved disposal facility on the mainland. Any alternate means must be approved in advance by the TA;

e.        Have appropriate personnel and equipment to remove, relocate, deconstruct and dispose of the vessel waste (crane, barge, waste bins cutting equipment etc.);

f.        Take all reasonable measures to separate waste streams (recyclables, garbage, hazardous material) according to waste management plan, and hazard testing results;

g.        Engage in removal efforts at the direction of CCG Technical Authority;

h.        Dispose of all pollutants, contaminated materials, waste (hazardous, controlled or not) and debris in a manner compliant with all Federal, Provincial, Municipal laws and policies with documentation provided to substantiate this requirement. It is the Contractor’s full and sole responsibility to ensure that the aforementioned policies and laws are understood and adhered to;

i.        Wherever possible, solicitation of services from Indigenous subcontractors should be undertaken; and

j.        Provide CCG with a report and photo documentation of the entire process from start to finish.

PERIOD OF THE CONTRACT

The period of the Contract is from Contract award until 30 December, 2024.

The Contractor must deconstruct and dispose of the vessels within 2 weeks of being awarded the contract. Waste arrival at approved disposal site and all other deliverables must be completed within 4 weeks of contract award.

SECURITY

No Security clearance required, escort required at DFO sites.

TRADE AGREEMENTS

The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA).

MANDATORY REQUIREMENTS

Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

Mandatory Criteria

M1        The Bidder must provide a Vessel Deconstruction and Disposal plan.

M2        The Bidder must have a minimum of three (3) years’ experience in salvage, deconstruction and disposal of a vessel.

COMPREHENSIVE LAND CLAIMS AGREEMENTS
