1.01 INTRODUCTORY INFORMATION
A. From: Kraus-Anderson Construction Company and Contegrity Group acting on behalf of Stearns County (Owner).
B. Project: Stearns County Justice Center
C. Key Dates:
1. Contractor Outreach Meetings: December 9th 10AM to 1:30PM & December 11th 1:00pm to 3:00pm.

b. Not mandatory but project and bidding information will be exchanged
2. Project Out for Bid: January 5, 2026, via Building Connected, see 00 2113 Instruction to Bidders.
3. Pre-Bid Meeting to be held January 14, 2026 at 10 AM. Stearns County Service Center, Room 1104, 3301 County RD 138, Waite Park, MN 56387.
4. Cutoff Date for Substitution Requests: Monday, January 26, 2026, at noon CT. All Substitution Requests to be submitted through Building Connected.
5. Cutoff Date for Questions: Thursday, January 29, 2026, at noon CT. All questions to be submitted through Building Connected.
6. Bid Due Date: February 5, 2026, no later than 2PM CT through Building Connected.
D. Method of Delivery: Kraus-Anderson Construction Company and Contegrity Group have been selected as Agency Construction Manager by Stearns County to administer the construction of Stearns County Justice Center.
1. The overall project consists of 482,000 SF, a 270 bed Jail, 11 courtrooms, a law library, Sheriff’s Office, County Attorney’s Office, Emergency Management, and other justice related spaces.
2. The work will be constructed in accordance with the Project Schedule 01 3210.
E. Work Included in this Offering: We are presently soliciting competitive “Prime Contract Bids” for the following portions of work as defined herein.
1. All portions of the Work as defined in Section 01 1200.

G. Bid Security: Each bid shall be accompanied by Bid Security equal to five percent (5%) of amount of maximum bid submitted (including additive alternates) in the form of a paper bid bond. Bid security shall be made payable to Stearns County (Owner), as guarantee that Bidder will, if awarded, enter into Contract in accordance with Contract Documents and submitted Bid. This bid security must be uploaded to Building Connected’s website.

C. Examination of Documents: Bidder shall carefully examine entire content of Bidding Documents to become thoroughly familiar with the documents and project requirements. Refer to Instructions to Bidders for additional requirements.
D. Examination of the Site: Bidders shall make arrangements with the Construction Manager to visit the project site to obtain first-hand knowledge of existing conditions, including existing utilities and services, obstacles which may be encountered and all other conditions relative to the Work to be performed.
1.04 OTHER CONDITIONS
A. Time of Completion: Refer to Section 01 3210 - Bids shall reflect all costs necessary to meet this schedule requirement.

B. Owner’s Right to Reject Bids: Owner reserves the right to reject a Bid which is in any way incomplete or irregular or to waive informalities or irregularities in a Bid received, and accept a Bid, which in the Owner's judgment is in the Owner's best interests.
C. Additional Compensation: Contractors shall not receive extra payments for conditions which can be determined by examining the site and the Contract Documents.
