Notice of Intent to Sole Source Brand Name only Roche BenchMark Special Stainer
The Department of Veterans Affairs, Network Contracting Office (NCO) 10, on behalf of the Richard L Roudebush Veteran Affairs Medical Center, 1481 West 10th Street, Indianapolis, IN 46202 intends to award a firm fixed price, sole source action with Roche Diagnostics Corporation, 9115 Hague Road, Indianapolis, IN 46256.
The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement that only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System Code (NAICS) is 334516, Analytical Laboratory Instrument Manufacturing, with a Small Business Administration Size Standard of 1,000 employees. The product service code is 6440, Laboratory Equipment and Supplies.
This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501.
This acquisition is anticipated to take place on or about Novemberr 30, 2024.

The contractor will provide one (1) Roche BenchMark Special Stains System for the Pathology Laboratory, manufacturer part number 06657389001. The reagents and equipment are barcode driven and without the specified equipment manufactured by Roche Diagnostics Corp, the Benchmark stainer instrumentation is ineffective for providing patient care.
This notice of intent is not a request for competitive quotes. Roche Diagnostics Corp. 1080 US Highway 202, Branchburg, New Jersey 08876 is the only vendor with authorization to provide the above-mentioned equipment, and there are no authorized companies outside of Roche Diagnostics Corp.
Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents SAM UEI number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.

Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for an award and must submit a current authorized distributor letter from the manufacturer.
Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are items outside of the original equipment manufacturer s intended distribution channels.
This notice of intent is not a request for competitive quotes No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 12:00PM (EST) November 19, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to Alice Clark at alice.clark@va.gov. Responses received will be reviewed however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
