The City of New Rochelle (the “City”) is issuing this Request for Proposals (RFP) for professional engineering services for NYS Department of Environmental Conservation (NYSDEC) MS4 Program Support. The services generally entail reviewing the most recent version of the NYSDEC SPDES General Permit for Stormwater Discharges from MS4s GP-0-24-001 (the “Permit”), updating the City’s Stormwater Management Program (SWMP), and submitting 2025 reports required by the NYSDEC.
