Q1. How will each serviceperson's bag of laundry be identified? Will there be a tag or nametapes on the bags to identify each person with the contents of the bags?
A1. Contractor to provide labels for the SMs to insert or attach into their assigned laundry bags.

Q1. Will the laundry bags be returned to the contractor after the services have been completed?
A1. Yes, the laundry bags are and will remain contractor furnished property.
Q2. What inventory controls or procedure should be followed if any of the garments are damaged when received by
us?
A2. The CTR shall notify the COR and the KO in writing of damaged clothing prior to washing. Notification shall
include the Service Member’s name, type of garment, and a brief description of the extent of the damage.
Q3. Is this solicitation only for one service request?
A3. Yes, one pick-up, laundering, and drop-off per the PWS.
Q4. Is there an incumbent for this solicitation?
A4. No, the DCNG does not currently have a laundry contract.
Q5. Should the quote be per bag or per pound of laundry?
A5. Due to the single-service nature of this requirement, the Government determined the simplest method would be
a firm fixed-priced rate per bag regardless of weight. No bag is anticipated to weigh more than 15 lbs. due to the
short time Soldiers will have been on-ground by the pick-up date. Clothing items will mostly consist of socks, tshirts,
under garments, and OCP uniform top and bottoms. Vendor will invoice the same price per bag regardless of
weight. The Government anticipates this pricing arrangement will benefit the contractor as most bags are likely to
weigh less than 15 lbs.
Quotes should include the quoted rate per bag picked-up, laundered and delivered (unit price), and a total amount
(unit price X the maximum number of bags, 3,158). This total amount will be the not to exceed price of the quote
and resulting purchase order. Vendor will only invoice for the actual number of bags serviced and logged per PWS
section 5.6.
Q6. Should our quote be submitted on your form which is page 3 of the synopsis/solicitation or may we use our own
document to indicate our quote?
A6. Quotes may be submitted on vendor’s commercial forms. Ensure quote provides necessary details to address
how the contractor will meet the requirements of the PWS to assist the Government’s technical review. Offerors are
cautioned not to provide price only with no supporting details.
Q7. Upon pickup, will the laundry be already weighed or are we responsible for weighing the laundry once at our
operations plant?
A7. See A5 above.
Q8. Does the quote need to be in a separate technical exhibit from our general business information?
A8. See A6 above.
Q9. Do you require new laundry bags for your personnel for this solicitation?
A9. There is no expectation for the contractor furnished laundry bags to be new, only that they are serviceable.
Q10. Can we at least include the minimum payment requirement in our proposal?
A10. Offerors may quote a contract minimum payment amount to be incorporated into the purchase order, but
offerors are cautioned the Government will assess the risk of accepting such an offer during evaluation, and the
offer may be rejected if the risk is determined to be unreasonably high and not in the best interest of the
Government.

The Contractor shall provide laundering services. All work shall be accomplished in accordance with the best
commercial practices for laundry cleaning services. The contractor shall furnish all management, labor,
transportation, pickup and delivery service, and facility operation in accordance with the terms and conditions of
this Performance Work Statement (PWS).
The Period of Performance shall be from 19 – 21 January 2025. The Contractor shall launder service members
clothing items at their facility. The Contractor shall pick-up and drop off items to be laundered at the District of
Columbia Armory, located at 2001 East Capital Street SE, Washington, DC 20003. The contractor shall pick-up items
to be laundered between the hours of 0900-1000 and drop off laundered items between the hours of 1500-1600.
Sunday - 19 January 2025 – Pick-up soiled laundry
Tuesday - 21 January 2025 – Drop-off cleaned laundry
Provide 3,158 net mesh bags for service members to place their clothing items to be laundered. Coordinate with
COR for pick-up and drop-off location and time.
