Sealed bids will be opened on Wednesday, April 29, 2026 at 10:30 A.M. for SANITARY AND COMBINED SEWER MAIN RELAY & COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING.

Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov as detailed below. PROJECT NO. 1: SANITARY AND COMBINED SEWER MAIN RELAY & COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING

Located at:                       S. 5th Pl.  175 N. of W. Burnham St. to W. Burnham St.
                                            S. Austin St.  E. Schiller St. to E. Dakota St.
                                            S. Burrell St.  E. Dover St. to 150 N. of E. Dakota St.
                                            W. Maple St.  S. 36th St. to S. 37th St.
                                            W. Odell St.  S. 15th Pl. to S. Cesar E. Chavez Dr.

Time for Completion: All work in S. 5th Pl., S. Austin St., W. Maple St., and W. Odell St. shall be completed by August 28, 2026. All work in S. Burrell St. shall be completed by November 20, 2026. All work shall be continuous and the number of allowable work days shall be 50 days.

Liquidated Damages, per diem: $1000

The residency requirement for this project is 40% of all hours worked on the project.  One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233.

The SBE requirement for this project is 16% of the contract base bid.  The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: 1 Laborer  Construction Craft (or equivalent).  If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53212, and 53233.

The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.

PROJECT NO. 2: COMBINED SEWER MAIN RELAY

Located at:                       N. 46th St.  W. Clarke St. to W. Center St.
                                            W. Concordia Ave.  N. 9th St. to N. 10th St.
                                            W. Concordia Ave.  N. 11th St. to N. 12th St. 

Time for Completion: All work shall be completed by September 25, 2026. All work shall be continuous and the number of allowable work days shall be 20 days.

Bid Security Required:  Bond, Certified Check, Cashiers Check or Cash to accompany bid: 10% of the Contractors Base Bid.  For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov.  THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive.  The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder.

PAYMENT MONITORING REQUIREMENTS:  All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukees B2GNow contract compliance software within 30 days of the contract award date.  Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the Citys contract compliance software. PAYROLL MONITORING REQUIREMENTS:  The Prime Contractor awarded this project is required to participate in training on the City of Milwaukees Labor Compliance Reporting (LCR) Software after the date of contract award.
