Solicitation Summary

Dear Vendor,

MSU is seeking qualified vendors who will be required to conduct formative and summative evaluations of the six (6) activities within the HBCU Part F Title III Strengthening Historically Black Colleges and Universities Program . These evaluations will occur in phases and encompass two evaluation interviews per grant year. One interview will occur mid-year of the project, and the other will occur during the latter part of the year. A written report will follow each evaluation interview conducted by the contractor.

This report is generally due within 15 days of the visit. The report is to be submitted to the Office of Title III Administration, c/o The Director of Title III Programs. The report will outline the status of the project, as well as delineate recommendations for continuing or discontinuing activities

Additional Instructions

AMENDMENT NO. 2 - Please note that the following changes have been incorporated into this Request for Proposal. All changes are indicated below. Amendment No.2 is hereby made part of the contract documents, explaining and/or correcting the original document.

Addendum NO. 2 - This amendment transmits answers and clarifications to questions received before the question-closing date of April 28th, 2026. The solicitation due date has been extended from May 19th, 2026, to May 28th, 2026, with a closing time of 12:00 PM EST.
