To all interested Bidders:
The City of Taylor appreciates your interest in our HOME program funded through the Texas Department of Housing and
Community Affairs (TDHCA). HOME allows the City of Taylor to assist low-income homeowners with the construction of
accessible, quality constructed, energy efficient homes.
In the interest of obtaining the best possible fair and equitable bids for each new house, we, Langford Community
Management Services (LCMS), the City’s HOME Administrator, have prepared this bid package containing house plans,
specifications and bid forms.
There have been recent changes in TDHCA’s program construction regulations. This bids package addresses and provides
clarification of these regulations and other requirements. To those construction contractors who have worked with LCMS
before, some of the documents have changed. Please review carefully. There are several changes to the bid package,
construction contract and plans/specs. These documents have been enhanced to meet energy efficiency requirements and to
provide the homeowner with the best possible housing for the funds available. It is the bidder’s responsibility to bid the
project based upon these updates and requirements. A few of the major revisions are listed below:
• Each home site is inherently different from any other and therefore it is mandatory that the bidder
conduct a site visit to determine site conditions before placing their bid.
• Effective 2021, TDHCA requires the houses to meet new Energy Efficiency Standards. The houses must
conform to at least 2021 IRC or the City’s currently adopted IRC code if more recent. It is the
responsibility of the bidder to contact the city to determine the adopted IRC code.
• Per new TDHCA rules all applicable permits and fees associated with the construction of each home shall
be waived and added to match requirements.
• A separate bid schedule for each house address must be submitted. The bidder must submit a bid for all
house addresses listed in package. The City has a match that will be applied to builder invoices. Please
confirm with the city if there are any other fees that you will be responsible for. **The city now
requires a Landscaping inspection with new criteria. See bid schedules for further information and
requirements. Check with the city.
• Foundation specification details are included in this bid package for the bidder’s convenience, but the
bidder is ultimately responsible for determining and meeting City codes for individual foundation
requirements. We have included the original drawings and specs for the 3-bedroom 2bath w/1 car
garage. We have updated our plans and specs that are also included from FULCRUM but note that
these do not include the 1 car garage and refers to a carport. Everything else should be accurate. Just
to clarify we are building 2 3-bedroom 2 bath homes with a 1 car garage as long as the lot allows.
• The Contractor is responsible for ensuring timely notification (at least 48 hours notice) of requested
inspections required by the city or the County and the HOME program inspectors.
• Any weather, utilities, inspections, or other delays must be approved through change orders.
• A construction timeline must be submitted with a bid assuming a 120-day maximum completion
timeframe - liquidated damages will be assessed for unapproved delays.
• Proof of Worker’s Compensation and General Liability insurance shall be submitted with a bid.
• Submit a current copy of your System for Award Management (SAM.GOV) within 15 days of contract award.
• All bills paid affidavits for subcontractors and materials suppliers will be required prior to release of
retainage.
• Proof of financial solvency sufficient to complete each house in package is required at time of bid
submission on the “Bidder’s Qualifications” form.
• The surveys for 120 2nd Avenue and 712 Martin Luther King BLVD are in the attachment file. The 712
Martin King Blvd home as additional information in regard to easements.
• The home at 712 Martin Luther King Blvd requires Noise Mitigation.
***All homes must be completed within 120 days from Notice to Proceed.

ADVERTISEMENT AND INVITATION FOR BIDS
The City of TAYLOR will receive sealed bids for the reconstruction of Two (2) Three
Bedroom 2 Bath home by 10: A.M. July 14, 2026, at City Hall, 400 Porter Street, Taylor,
Texas 76574. The bids will be publicly opened and read aloud at 10:00 A.M. on July 14,
2026, at the City Hall at the same address.
Bids are invited upon the several items and quantities of work as follows:
Construction of Two (2) Three-bedroom home as described in the plans and specs to
be built on separate lots within the City.
The City of TAYLOR encourages local purchasing of materials for construction of these
projects.
Contract Documents, including drawings and technical specifications can be
downloaded at http://www.taylortx.gov/bids.aspx Copies of the contract documents
and instructions for bidding may also be obtained by emailing to karen@lcmsinc.com.
The City of TAYLOR reserves the right to reject any or all bids or to waive any
informality in the bidding.
Bids may be held by the City of TAYLOR for a period not to exceed ninety (90) days
from the date of the opening of the Bids for the purpose of reviewing the bids and
investigating the qualification of bidders, prior to awarding the Contract.

INSTRUCTION TO BIDDERS
FOR DEMOLITION & CONSTRUCTION
1. Use of Separate Bid Forms
This bid package includes a complete set of bid and contract forms which are for the convenience of the
bidders for their review and are not to be detached, completed or executed. Separate bid forms are provided
for your use and submission of your bid.
2. Interpretations or Addenda
No oral interpretations will be made to any bidder. Each request for an interpretation shall be made in writing
to the locality or project administrator no less than seven (7) days prior to the bid opening. Each
interpretation made will be in the form of an Addendum to the bid documents and will be distributed to all
plan holders no less than five (5) days prior to the bid opening. All such addenda shall become part of the
bid documents and all bidders shall be bound by such addenda.
3. Inspection of Site
Each bidder is required to visit the sites of the proposed work and fully acquaint themselves with the existing
site conditions. The bidder must include the cost to bring site to grade and provide a suitable surface/pad
for construction as part of the base bid and shall in no way be relieved of any obligations under the execution
of the contract due to their failure to examine the project site. The Contract Administrator shall have the right
to reject any claim from bidder due to Bidders failure to inspect the site prior to the bid submission.
4. Alternate bid items
Alternate bid items will be considered should there be a tie regarding the Base Bid. Alternate bid item # 1
Gutters will be used as a tiebreaker
5. Bids
a. All bids must be submitted on the forms provided and are subject to all requirements of the plans
and specifications including the Contract Documents with attachments.
b. All bids must be regular in every respect and no interlineations, excisions, or special conditions
may be made or included by the bidder.
c. Bid documents, including the bid for each address, and specified bid forms shall be sealed in an
envelope and clearly labeled with the words "Bid Documents for the City of TAYLOR HRA HOME Program",
name of bidder and date and time of bid opening.
d. The locality may consider as irregular any bid on which there is an alteration of or departure from
the bid form and, at its option, may reject any irregular bid.
e. If a contract is awarded, it will be awarded to a responsive bidder based on the lowest responsible
BASE bid for the total of all homes combined total. The contract will require the completion of the work in
accordance with the contract documents.
6. Bid Modifications Prior to Bid Opening
a. Any bidder may modify his/her bid by telegraphic communication at any time prior to the scheduled
closing time for receipt of bids, provided such telegraphic communication is received by the locality prior to
the closing time, and provided further, the locality is satisfied that a written confirmation of the telegraphic
modification over the signature of the bidder was mailed prior to the closing time. Telegraphic
communication should not reveal the bid price but should provide addition, subtractions or other
modifications so that the final prices or terms will not be known by the locality until the sealed bid is open. If
written confirmation is not received within two (2) days from closing time, no consideration will be given to the
telegraphic modification.

b. Likewise, any bidder may modify a bid by submitting a supplemental bid in person prior to the
scheduled closing time for receipt of bids. Such supplemental bid should mention only additions or
subtractions to the original bid to not reveal the final prices or terms to the locality until the sealed bid is open.
7. Statement of Bidders Qualifications
Each bidder shall submit on the form furnished for that purpose a statement of the bidder's qualifications.
The locality shall have the right to take such steps as it deems necessary to determine the ability of the
bidder to perform his obligations under the contract, and the bidder shall furnish the locality all such
information and data for this purpose as it may request. Contracts in hand with amounts and completion
dates must be filled in. A Line of Credit or other Financial Statements must be listed showing financial
capacity to support the construction of the houses in the bid. (TBD may be deemed as unresponsive).
Bidder shall attach a list of at least 5 references including contact name, address and phone number for each
with an additional 2 material supplier references with contact name, address and phone number. The locality
reserves the right to reject any bid where an investigation of the available data does not satisfy the
requirement that the bidder is qualified and capable of completing the terms of the contract.
8. Contractor Bid Certification
Bidder must submit a signed “Contractor Bid Certification” as part of the submitted bid documents. The form
is furnished in this bid package.
9. Section 3 Provisions
Bidder must adopt and sign the Section 3 Plan and Certification as provided as part of the bid submission.
The form is furnished in this bid package.
10. Unit Price
The unit price for each of the several items in the bid shall include its pro rata share of overhead so that the
sum of the products obtained by multiplying the quantity shown for each item by the unit price bid represents
the total bid. Any bid not conforming to this requirement may be rejected as informal. Special attention is
drawn to this condition, as the unit prices will be used to determine the amount of any change orders
resulting from an increase or decrease in quantities.
11. Corrections:
Erasures or other corrections in the bid must be initialed by the bidder.
12. Time for Receiving Bids
Bids received prior to the advertised hour of opening shall be kept securely sealed. The officer appointed to
open the bids shall decide when the specified time has arrived and no bid received thereafter will be
considered; except that when a bid arrives by mail after the time fixed for opening, but before the reading of
all other bids is completed, and it is shown to the satisfaction of the locality that the late arrival of the bid was
solely due to delay in the mail for which the bidder was not responsible, such bid will be received and
considered.
13. Opening of Bids
The locality shall, at the time and place fixed for the opening of bids, open each bid and publicly read aloud,
irrespective of any irregularities therein. Bidders and other interested individuals may be present.
14. Withdrawal of Bids
The bidder may withdraw the bid before the time fixed for the opening of bids, by communicating his purpose
in writing to the locality. Upon receipt of such notice, the unopened bid will be returned to the bidder.
