The proposed vendor, Philips Healthcare Medical Systems, is the sole source of factory authorized support for the cardiac imaging system, Epiq7 Echocardiography system. The highly technical and proprietary nature of echocardiography imaging systems results in Philips as the only company with manufacturer authorized field service engineers that has access to authorized training, replacement parts, remote network diagnostics, and latest software upgrades necessary to maintain this system. The annual maintenance agreement provides telephone and on-site customer support for system unscheduled and scheduled maintenance. It also includes current software upgrades for the equipment as they become available and discounted replacement parts and systems.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.
