Summary

The City of Anaheim ("Anaheim") Public Utilities Department ("APU") issues this Request for Proposals (“RFP”) to interested bidders/respondents ("Respondent(s)") to solicit competitive proposals for solid-dielectric switchgear and complete automation cabinet units necessary to support Anaheim's Community Energy Reliability and Resilience Investment ("CERRI") grant project funded by the State of California to replace pad-mounted vacuum interrupters ("PMVs"). This will be Anaheim's first purchase of pad-mounted solid-dielectric switchgear.

The selected Respondent will be responsible for providing the Goods and Services described in the Scope of Work and Specifications Section and in any Attachments hereto (collectively, "Deliverables”).

After selecting a successful respondent, the City will issue a Purchase Order, contract, or agreement form that substantially conforms to the terms and conditions outlined in this RFP, including, but not limited to, Anaheim's standard insurance and indemnity provisions appropriate for the Deliverables contemplated herein. Any resulting agreement between the City and the successful respondent will take effect upon mutual execution after Anaheim secures all necessary approvals as required under its procurement policies, rules, and the Anaheim Municipal Code .



Background

APU has 40 Padmounted Vacuum Interrupter switchgear in service that utilize SF6 as the insulation medium. APU has secured a grant under the State of California’s CERRI Program to replace these with solid dielectric switchgear that includes integrated automation for each unit. As such, this procurement is subject to delivery schedule and Build America, Buy America Act ("BABA") requirements to comply with the grant provisions.
