Purpose
The Board of County Commissioners of Lake County, Colorado, by and through its Elected OHicials or
Employees (collectively referred to herein as, Lake County), seeks feedback to help answer the following
questions:
* What is the most viable development strategy for the site?
* What level of infrastructure investment is required?
* How should development be phased?
* What industries are best suited for the site?
* What public-private partnership models should be considered?
* What additional planning, engineering, or market analysis should be completed?
* What organizations may be interested in participating in future project phases?
Information received through this RFI may be used to support future:
* Engineering and infrastructure planning
* Grant applications
* Partnership development
* Requests for Qualifications (RFQs)
* Requests for Proposals (RFPs)
* Economic development initiatives
Participation in this RFI is not required for participation in future solicitations unless otherwise stated.
Background
Lake County Government has completed an Off-Airport Industrial Park Feasibility Study evaluating
development opportunities on approximately 85 acres of County-owned land located adjacent to the
Leadville-Lake County Airport. This project currently has the support of the Lake County Board of County
Commissioners.
The feasibility study includes:
* Economic and demographic analysis
* Industrial market assessment
* Industrial land demand analysis
* Stakeholder interviews
* Conceptual site planning
* Preliminary infrastructure planning
* Preliminary infrastructure cost estimates
* Target industry analysis
* Aerospace and high-altitude innovation opportunities
The feasibility study is attached to this RFI and incorporated by reference.
Respondents are encouraged to review the study and provide feedback regarding its assumptions,
findings, recommendations, and implementation strategies.

Project Overview
Lake County Government is seeking information, feedback, and expressions of interest from qualified
development, investment, infrastructure, aviation, aerospace, manufacturing, and economic development
partners regarding the potential development of an approximately 85-acre Off-Airport Industrial Park
adjacent to the Leadville-Lake County Airport (LXV).
The County has completed a preliminary feasibility study and conceptual planning effort and is now
seeking industry input regarding:

* Public-private partnership opportunities
* Market opportunities
* Industrial land absorption
* Financing and implementation approaches
The County is particularly interested in identifying organizations that may be interested in participating in
future phases of the project.
This Request for Information (RFI) is intended to inform future planning, engineering, funding, partnership
development, and potential future solicitations.
This RFI is not a Request for Qualifications (RFQ), Request for Proposals (RFP), or procurement process at
this point. Those may become the next steps for qualified parties as a result of this RFI.
