1.PURPOSE
The City of Eastman is requesting quotations from qualified playground equipment manufacturers
and authorized dealers to furnish and install commercial playground equipment at Eastman City
Park.
Manufacturers may submit equivalent equipment that meets or exceeds the specifications
contained in this RFQ.
2.SCOPE OF WORK
The contractor shall furnish all labor, equipment, materials, freight, hardware, supervision,
concrete footings, anchoring, and installation necessary to provide a complete, fully operational
playground.
The project shall include, at a minimum, the following equipment:
* Playground Structure
- One (1) commercial playground structure designed for children ages 5-12.
* Inclusive Seesaw
- One (1) four-seat inclusive seesaw.
* Team Swing
- One (1) inclusive team swing.
* Musical Play Area
- Provide one (1) outdoor musical play area consisting of:
o Chime system
o Tuned drum system
o In-ground mounting hardware

* Ground-Level Play Features
- Provide one (1) collection of interactive ground-level musical play components
comparable to:
o Caterpillar
o Flower
o Butterfly
- Equivalent themed play components will be considered.
* Installation
- Installation shall include:
o Layout
o Excavation
o Concrete footings
o Equipment assembly
o Anchoring
o Final cleanup of the work area
3.EXCLUSIONS
The following items are not included in this RFQ:
* Safety surfacing
* Playground borders or timbers
* Site grading
* Drainage improvements
* Landscaping
* Permits
4.MINIMUM REQUIREMENTS
All equipment shall:
* Be new, commercial-grade equipment.
* Comply with current ASTM playground safety standards.
* Meet current CPSC Public Playground Safety Guidelines.
* Meet applicable ADA accessibility requirements.
* Be installed in accordance with the manufacturer's specifications.
5.WARRANTY
Provide manufacturer warranties covering the playground equipment and installation
workmanship.
6.SUBMITTALS
Each quotation shall include:
* Equipment specifications

* Color selections
* Product drawings or renderings
* Estimated delivery schedule
* Warranty information

All bids must be sealed upon delivery and will remain so until they are all read aloud at the time of
the stated deadline at Eastman City Hall.
8.AWARD
The City of Eastman reserves the right to accept or reject any or all bids, waive formalities and
technicalities, and make an award in the best interests of the City of Eastman.
Because this project is funded by the Department of Natural Resources, the following requirements
will apply to this project:
* The chosen contractor must provide documentation stating it will adhere to all Build
America, Buy America Act (BABAA) regulations, which require all iron, steel, manufactured
products, and construction materials used in federally funded projects to be produced in
the United States. Some exclusions may apply.
* The chosen contractor cannot be debarred or suspended at the federal level at the time of
the award. If you are unsure of your status, please visit www.sam.gov and verify your status
on their list of federal debarred or suspended entities.
* Geographic preference does not apply to LWCF-funded projects.
* Davis-Bacon is not applied to LWCF-funded projects.
