Scope of Work
For
CLEVELAND AVENUE PEDESTRIAN MOBILITY IMPROVEMENTS
SCOPE OF WORK
1.0 SCOPE OF WORK
The scope of work for this project consists of roadway and pedestrian improvements along Cleveland Avenue.
The length of the project is 1.42 miles. All improvements shall be constructed according to the construction plans
for each location and by all GDOT standards and specifications.
The purpose of the Cleveland Avenue Pedestrian Mobility Improvement project is to install pedestrian signal
upgrades, ADA-compliant ramps, new pedestrian hybrid beacons (PHBs) and rectangular rapid flashing
beacons (RRFBs) at unsignalized intersections and mid-block crossings, pedestrian refuge islands, include
new and/or replace crosswalks, speed detection and notification signs, minor intersection geometry changes to
enhance pedestrian crossings, new sidewalks, and new landscaping.

Notes
1) Erosion control measures will be installed at the beginning of the construction and maintained throughout
construction.
2) see construction drawings for additional information.
Contractor shall perform the Services for the purpose of providing enhancements to Cleveland Avenue
as more particularly described in the scope of work and accepted proposal from Contractor attached
incorporated herein, including the attached schedule of unit prices for performing the required services.
Coordination will be required with utility companies to adjust facilities to final grade and with the facilities
that conflict with ramp locations.

The contractor is responsible for the demolition and removal of existing infrastructure that is not to be
retained per the construction plans. Tree protection and tree removal shall be according to the tree
protection plan. Contractor shall install and maintain temporary and permanent erosion control per the
construction plans through the duration of construction. Access to driveways and mailboxes shall be
maintained. The contractor shall perform work inside existing or proposed right of way and easements
as detailed in the Right of Way plans.
2.0 MILESTONES AND LIQUIDATED DAMAGES
Contractor shall complete the Work in accordance with the milestones set forth in Exhibit A.3 of
the Agreement. Time is of the essence under this Agreement. The Failure to meet any milestone
or substantial completion deadline, without prior written approval from the City, may subject
Contractor to liquidated damages.
Liquidated damages in the amount of $500.00 per calendar day shall apply for reach calendar
day that Substantial Completion is delayed beyond the date established in Exhibit A.3, unless
otherwise approved in writing by the City.
3.0 UNIT & LUMP SUM PRICES
Unit and Lump Sum prices quoted in the Schedule of Unit & Lump Sum Prices shall be firm all-inclusive
prices. Payment of the Unit and/or Lump Sum prices shall constitute full payment for performance of the
corresponding work and shall cover all costs of whatever nature incurred by the Contractor in
accomplishing the Work by the provisions of this Contract.
4.0 QUANTITIES
The quantities noted in the Schedule of Unit & Lump Sum Prices, are approximations subject to
variations as stated in 5.0 and no claim shall be made for deficiency or over-run, actual or relative.
Payment will be made for the actual quantities of each Schedule of Unit Prices item incorporated into
the Work in accordance with the Contract requirements based on the unit prices established in the
Schedule.
5.0 PERFORMANCE AND PAYMENT SECURITIES
The cost of the Performance and Payment Bonds is to be distributed through the various items of work.

Within fifteen (15) days of Contract award but before site mobilization, whichever is earlier, the following
documents shall be submitted:

2. Applications for sidewalk and lane closures 2 weeks prior to commencement of any closure,
follow "City of Atlanta, Department of Public Works, City's Public Right-of-Way Manual" for
additional requirements.

6.0 Georgia Department of Transportation (GDOT) Standard Specifications
Unless otherwise directed, all work performed under this contract shall be in accordance with the Georgia
Department of Transportation (GDOT) Standard Specifications, Construction of Transportation Systems,
Current Edition, and applicable Georgia Department of Transportation and any Supplemental
Specifications and Special Provisions modifying them. Work must also conform with any City of Atlanta
Department of Public Works Details and Specifications. All documents are incorporated herein by
reference as if fully set forth. On all CIP Projects, the City provide testing, Unless it is set up in the
Schedule of Values.

7.0 MODIFICATIONS

All prices are fixed for the duration of this Agreement and are not subject to escalation for any cause.
Payment of the Total Contract Price shall constitute full payment for performance of the Work and
covers all costs of whatever nature incurred by Contractor in accomplishing the Work in accordance
with the provisions of the Agreement.
The City reserves and shall have the right to make such adjustments in the Work as may be
necessary or desirable to complete the Work originally intended in an acceptable manner. Unless
otherwise specified herein, the City may make such adjustments in the Work which may increase or
decrease the originally awarded quantities. Such Adjustments shall not invalidate the Agreement
nor release the Surety, and the Contractor agrees to accept payment for such adjustments as if
the altered Work had been a part of the original Agreement.
Adjustments that are within the General Scope of Work shall be covered by Change Order
issued by the Engineer. Change Orders for altered Work shall include extensions of Contract
time where, in the Engineer's opinion, such extensions are commensurate with the amount and
difficulty of added Work.
If the City and the Contractor are unable to agree on a unit price adjustment for any item that requires a
Change Order, the City reserves the right to procure the item separately and/or make other
arrangements for its completion.
All Change Orders shall require consent of the Contractor's Surety and an increase of the
Performance and Payment Bonds, if applicable. Adjustments shall not increase the total cost of the
Project, based on the originally estimated quantities and the unit prices bid. Should it become
necessary for the best interest of the City to make changes in excess of those herein specified, the
same shall be covered by Change Order.
MODIFICATIONS OF STANDARD SPECIFICATIONS
See Attachment named ATLDOT Supplemental General Conditions to GDOT Standards.
8.0 MISCELLANEOUS MODIFICATIONS AND CLARIFICATIONS
1. Contractor is responsible for scheduling his own work; however, from time to time, the City
reserves the right to add, delete, delay, or expedite any street at no additional compensation to the
Contractor.
2. Milling items to include unforeseen concrete areas. No additional compensation will be paid.
Milling is variable depth.
3. Pay Requests - Quantities will be reviewed with the inspector by the last day of each month. The
draft pay request should be submitted for review by the 5th of the following month. After receiving
approval of the draft invoice, the official signed, and sealed pay application should be submitted to Renew
Atlanta Finance.
4. Mailboxes and access to driveways must be maintained.
5. Heavy equipment operating in the right-of-way must yield to all traffic and define their work area
with approved channeling devices.

6. Off duty Police Officers are required at all signalized intersections.
7. All signs that are temporarily removed must be put back in place before the end of the day.
8. Proposals may be rejected if any of the Unit Prices are obviously unbalanced. The city will decide
whether any Unit Prices are unbalanced either excessively above or below a reasonable cost analysis
value determined by the Engineer, particularly if these unbalanced amounts are substantial and contrary
to the interest on the city. The low bid will be determined based on the sum of the base bid and any
alternates selected by the city.
9. Temporary Pavement Markings - All temporary pavement markings shall conform with MUTCD
and Special Provision 150. These markings will be covered in the cost for Traffic Control.
10. Debris Clean Up - Once the contractor has been notified to clean up debris associated from
patching, milling, resurfacing, or shoulder reconstruction this will be completed within seven (7) working
days and approved by the Engineer. If not completed within that time and the city has this done by in
house forces or others the cost will be deducted from payment to the contractor. If done by an outside
contractor a copy of the invoice will be provided to the resurfacing contractor. If done by in house forces
a flat rate of $100 per hour will be accessed.
11. A mandatory preconstruction conference will be held with the lowest response, responsible bidder
with, the city, Contractor, selected DBE firms.
12. All testing is to meet the requirements outlined in the GDOT Sampling, Testing, and Inspection
Guide.
9.0 ADA RAMPS
The Federal Highway Administration's (FHWA) Americans with Disabilities Act (ADA) Section 504
provides certain requirements for construction of ADA Ramps, and the removal / repair/ replacement of
non-compliant ADA Ramps when certain construction activities are undertaken.
The City of Atlanta will inspect all sidewalks that abut street resurfacing projects and review for
compliance existing ADA Ramp and provide for the construction of ADA Ramps where none presently
exist. All ADA Ramp construction will comply with the Americans with Disabilities Act Program/Section
504 of the Rehabilitation Act of 1973. All standards are located on the City's website here:
