Notice: This is a sole source acquisition to CGS Publishing Technologies International LLC., for Metis DRS 2000 Scanner Hardware & Software Maintenance & Support for the Prints and Photographs Division (P&P) division at the Library of Congress (Library).



The Library requires contractor support to provide ongoing annual preventative factory maintenance service and support for one (1) Metis DRS 2000 large format digital scanner to ensure the scanner operates efficiently, stays in good condition, and minimizes downtime. The scanner is installed in the Prints and Photographs Division (P&P) division at the Library. The Metis scanner is imperative to the Library’s mission for it is the primary digitization scanner system used, and it provides capabilities essential to P&P’s mission. This scanner is in the final year of its current service contract and a renewal of this contract is required.



The contractor shall provide ongoing annual preventative maintenance service and support visits, for the digital scanner to include: preventative maintenance and support, repair services, parts, skilled labor, travel costs, software updates and unlimited telephone consultation with Metis factory representatives to resolve issues that arise. This contract consists of a base year and four contract option years. The contractor shall provide continuous security monitoring systems by routine security scanning to identify and remediate software vulnerabilities. And the contractor shall provide end-of-support services on all hardware and software failures that cannot be fixed by the contract.

The Library intends to fulfill this requirement by issuing a sole source contract to CGS Publishing Technologies International LLC. Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 5:00 pm EDT, December 18, 2024. It must be emailed to the contracting officer at jzwa@loc.gov and contract specialist at bkinlay@loc.gov. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:




  1. Company name, SAM Unique Entity Identifier, address, point of contact, phone number, and e-mail address

  2. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.)

  3. References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and;

  4. Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.)



If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it.



In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to CGS Publishing Technologies International LLC,. is posted with this notice.



As a result of this public posting, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice.



This public notice accomplishes the following:




  1. Notice of the Library’s intent to sole source this requirement to the business listed herein;

  2. Synopsizing the requirements in accordance with the FAR; and

  3. Publicly posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award is made.
