PUBLIC NOTICE
The City of Moline announces a proposed substantial amendment to the City’s Program Year 2019 Annual Action Plan (AAP), Fifth Amendment. This proposed amendment is the Sixth Amendment to the 2019 AAP. The purpose of this notice is to make the public aware of the proposed amendments and allow for public review and comment. The City of Moline uses eight (8) criteria that constitute a substantial amendment to the Consolidated Annual Action Plan or Annual Action Plan.
As a CDBG entitlement community, the City of Moline was awarded $746,837 dollars under
The Coronavirus Aid, Relief and Economic Security Act
(CARES Act) (Public Law 116-136),
to prevent, prepare for and
respond to the Coronavirus (
COVID-19) Pandemic. The proposed amendment includes reduction and reallocation of CARES Act funding to current activities.
The City of Moline intends to amend the 2019 AAP, Fifth Amendment, by reallocating $63,285.42 CARES Act funding for the four activities listed below:
COVID-19 Round 3 Food Supplement Program

This program will provide food assistance to income eligible low to moderate individuals/families.
COVID-19 Administration
($19,514.84) (Reduce & Reallocate)

Staff and/or consultant services to administer the COVID-19 funded programs.
COVID-19
Equity Technical Support/Employment Skills Training
($25,000) (Reduce & Reallocate)

This program will provide assistance to increase self-sufficiency, including literacy, independent living skills and job training to low to moderate income individuals/families.
COVID-19 Round 3 Administration
($18,770.58) (Reduce & Reallocate)

Staff and/or consultant services to administer the COVID-19 funded programs.
The City of Moline will hold a public hearing, Thursday, October 17, 2024, 4:00 p.m. – 4:30 p.m., at the Moline City Hall, Committee-of-the Whole (2

The purpose of the hearing is to obtain comments from citizens, groups, agencies and other interested parties to discuss the proposed amendments to the 2019 Annual Action Plan, Sixth Amendment. The public is invited to attend the hearing and/or submit comments regarding the 2019 Annual Action Plan, Sixth Amendment. This notice will also serve to acknowledge the public comment period, which will take place Tuesday, October 15, 2024 – Saturday, October 19, 2024. La Ciudad de Moline anuncia una enmienda sustancial propuesta al Plan de Acción Anual (AAP) del año 2019 del Programa de la Ciudad, Cuarta Enmienda. Esta enmienda propuesta es la Quinta Enmienda al AAP del 2019. El propósito de aviso es informar al público sobre las enmiendas propuestas y permitir la revisión y los comentarios del público. La Ciudad de Moline utiliza ocho (8) criterios que constituyen una enmienda sustancial al Plan de Acción Anual Consolidado o al Plan de Acción Anual.

La Ciudad de Moline llevará a cabo dos audiencias públicas, el Jueves 17 de Octubre del 2024, a las 4:00 pm en el Palacio Municipal de la Ciudad de Moline, Comité de Conjunto 2nd. Piso 619 16th Street, Moline, Illinois, 61265. El objetivo de la audiencia es para obtener comentarios de los ciudadanos, grupos, agencias y otras partes interesadas para analizar las propuestas de enmiendas al Plan de Acción Anual 2019, (Sexta Enmienda). Se invita al público a asistir a la audiencia y/o enviar comentarios sobre el Plan de Acción Anual 2019. Este aviso también servirá para reconocer el período de comentarios públicos, que tendrá lugar del Martes 15 de Octubre del 2024 al Sábado 19 de Octubre del 2024.
