PURPOSE OF REQUEST FOR PROPOSALS (RFP)

Gaston County is seeking qualified contractors to assist with the cleanup and abatement of public nuisance cases throughout the County. The purpose of this RFP is to establish a pool of responsive, capable contractors who can provide timely, efficient, and high-quality abatement services as needed.

Contractors with experience in property cleanup, debris removal, vegetation control, structure stabilization or demolition, and related services are encouraged to submit a bid. The County is committed to maintaining safe, clean, and compliant communities and values partnerships with contractors who share this commitment to quality and responsiveness.

Note: This solicitation does not result in a single contract award. Rather, it establishes a pool of pre-qualified contractors who are eligible to receive and respond to project-specific solicitations.

The County intends to award contracts to multiple qualified candidates. Selected contractors will be placed on an approved vendor list and invited to participate in future project-specific solicitations. This approach is designed to ensure flexibility, encourage competitive pricing, and support the County’s ability to promptly and effectively address nuisance conditions. Contracts for pre-selected contractors will automatically renew each fiscal year. The County reserves the right to remove any contractor from the pre-qualified list for failure to perform, failure to respond, safety violations, or non-compliance with County standards.

PROPOSAL REQUIREMENTS
Vendors are required to verify compliance with the following requested items and include with the
proposal those items as requested or be prepared to furnish at a later date as specified. Failure to
comply may result in automatic disqualification. Vendors shall comply with all applicable laws
regulating the practice of General Contracting as required by the General Statutes of North
Carolina.

7. Certificate of Insurance
a) Worker’s Compensation Insurance in accordance with statutory requirements and
employer’s liability insurance with limits of no less than $100,000 for each
accident.
b) General Liability Insurance shall be in an amount no less than $1,000,000 for each
occurrence; $2,000,000 aggregate. Gaston County must be declared as the
“additionally insured” on the Certificate.
c) Automobile Property Damage Liability Insurance shall be in an amount of no less
than $1,000,000 each occurrence; with a $1,000,000 aggregate. Gaston County
must be declared as the “additionally insured” on the Certificate.
8. W-9 Form
EVALUATION CRITERIA
The following criteria listed along with its given weight, will be used in the evaluation of pro-
posals:
a) ABILITY TO MEET COUNTY NEEDS (availability) = 30%
b) COMPLETENESS OF PROPOSAL = 25%
c) PREVIOUS WORK EXPERIENCE WITH SIMILAR SCOPE (similar size/scope, experience
with cleanup and abatement of public nuisance cases) = 25%
d) COMPENSATION MATRIX = 20%
OVERVIEW OF WORK AND GENERAL EXPECTATIONS
Work may include, but is not limited to:
- Cutting, trimming, and removal of overgrown grass, weeds, and vegetation
- Removal and proper disposal of trash, debris, and discarded materials
- Removal of bulk items, including but not limited to furniture, appliances, tires, and
construction debris (if present)
- General site cleanup to eliminate conditions constituting a public nuisance
- Demolition of structures (if applicable)
- Proper disposal documentation (receipts, before and after pictures are a minimum
requirement) Photos must be date stamped and uploaded to the case file in Energov.
- Compliance with all local, state, and federal disposal and environmental regulations
- Efficient communication with County staff
Additional Information:
Insurance: Each bid shall be accompanied by a letter from the bidder’s insurance representative
certifying that said insurer has read the insurance requirements as set forth in the General
Conditions of the contract and will issue the required policies if awarded a contract. The
contractor shall purchase and maintain with a company acceptable to Gaston County and
authorized to do business in the State of North Carolina, such insurance as will protect him from
claims under workers’ compensation laws, disability benefit laws or other similar employee
benefit laws; from claims of damages because of bodily injury, occupational sickness or disease,
or death of his employees; from claims for damages because of bodily injury and personal injury;
and from claims for damage and destruction of tangible property, including loss of use resulting
there-from – any or all of which may arise out of or result from the Contractor’s operations under
the Contract Documents, whether such operations be by himself or any subcontractor or anyone
directly or indirectly employed by any of them or for whose acts any of them may be legally liable.
The insurance shall be written for not less than the limits of liability specified above.
Awarding Projects
As projects are made available, all contractors will be notified via email with a “project scope”
and requested to submit quotes for the scope of work outlined by County Planning and Zoning
staff. Only quotes submitted to the County Planning and Zoning staff within 5 business days of the
initial notification shall be considered for that project.
Contractors are encouraged to inspect the property prior to submitting a quote to ensure they can
complete the necessary work and to submit a quote for all required services up front. Additional
work identified during the cleanup that is necessary to achieve code compliance shall be reported
to the Planning and Zoning Director for approval prior to execution.
The award of any contract will be made by Gaston County, North Carolina, in accordance with the
evaluation criteria section above. The award will be in the form of adding the selected Contractor
to the Abatement Permit in the County’s Permitting system. The County shall announce who the
selected contractor is via email to the entire contractor list.
Once a project is awarded, the following terms and conditions shall be effective:
1. Contractor shall have an email address as a means of communication. This will enable all
parties to communicate effectively with one another. Contractor shall also ensure that
said email address is associated with an Active account on the County’s Citizen Self
Service Portal so that the Contactor may be added as the contact on the Abatement
permit.
2. Contractor agrees to furnish all of the equipment and labor necessary to perform all work
set forth in the project scope. By submitting a quote for individual projects, the Contractor
is confirming that it possesses the equipment required to complete the project scope.
3. The Contractor shall complete the project scope within 10 business days from the award
date. If the Contractor is unable to complete the scope of work within the specified time
period, the Contractor shall be considered to be in default and will not be considered for
future work projects. Additionally, if the Contractor is not responsive to solicitations for
quotes on a regular basis, the County has the right to remove the contractor from the
distribution list.
4. Nothing contained in the Contract is intended to, or shall be construed in any manner, as
creating or establishing the relationship of employer/employee between the County and
the Contractor. Contractor shall at all times remain an “independent contractor” with
respect to the services to be performed under this Contract. The County shall be exempt
from payment of all unemployment compensation, FICA, retirement, life, and/or medical
insurance, and Workers’ Compensation insurance as the Contractor is an independent
entity from the County.
5. During the performance of the awarded project scope, the Contractor shall maintain at its
expense the following minimum insurance coverage:
