The City of Foster City is seeking a qualified consulting firm to provide professional engineering services for the Renovate Elevators in City Buildings (CIP 301-708). To that end, the City invites qualified consulting firms to submit proposals.

The purpose of the project is to assess the four (4) elevators located within City Buildings and develop scope and construction documents (plans, specifications, cost estimates) to achieve the City’s goals of repair, modernization, and ADA compliance in order to improve their safety, efficiency and performance.

The deadline for submitting questions about the proposal is January 15, 2026, at 12:00 PM. Questions about the proposals shall be submitted to Jerrick Carandang, jcarandang@fostercity.org

A non-mandatory pre-proposal meeting will be held on Tuesday, December 9, 2025, at 3 PM.

The City will consider proposals received on or before the proposal submittal deadline of Thursday, January 22, 2026, at 3 PM.

FOR PROFESSIONAL ENGINEERING SERVICES
RENOVATE ELEVATORS IN CITY BUILDINGS (2022-2023) PROJECT (CIP 301-708)
SECTION I. INTRODUCTION
The City of Foster City (CITY) is seeking a qualified consulting firm to provide professional
engineering services for the Renovate Elevators in City Buildings Project (CIP 301-708). To
that end, the CITY invites qualified consulting firms to submit proposals.
Consultants shall examine all information in this Request for Proposal (RFP), including the
attachments.
A non-mandatory virtual pre-proposal meeting will be held on Tuesday, December 9, 2025
at 3 PM. All questions regarding the proposal shall be submitted on or before January 15,
2026 at 12:00 PM. The CITY will consider proposals received by the City at or before the
proposal submittal deadline of Thursday, January 22, 2026 at 3:00 PM.
SECTION II. GENERAL INFORMATION
The City of Foster City has developed CIP 301-708 to address replacing elevator
components and modernizing four elevators in City buildings. The elevators are
experiencing an increasing number of failures as they age, and the replacement of
components has been difficult or impossible to procure as they are outdated. Therefore, the
existing components will need to be replaced with new and updated components. The City
has elevators in its City Hall, Fire Station, Community Center Building, and Corporation Yard
Administration Building. The table below provides data on the existing elevators.

While the elevators were installed at different times and repaired over the years, the elevators
are all reaching the end of their life cycle and are experiencing constant service interruptions
and breakdowns.
Currently, the City’s most publicly used elevator, the Community Center elevator (installed in
1995), has experienced deterioration, leading to frequent service interruptions. In early 2025,
the elevator was taken out of service. Due to the increased usage demands following the
demolition of the City’s Recreation Center, the City entered into a contract with its current
service provider, Otis Elevators, to perform temporary repairs to the door system while the
City prepares for its eventual modernization. This repair is scheduled to occur in Fall 2025.
Furthermore, the elevator at the Corporation Yard was also taken out of service in Spring
2025, while the City Hall elevator has experienced recent service interruptions.
The objective of this project is to modernize the City’s existing elevators and bring them into
compliance with the Americans with Disabilities Act (ADA) as well as complying with local
and state code standards. The project will allow the City to provide improved vertical
transportation to its residents and staff while providing an ability to maintain their service.
Consultants shall bear all costs and assume all liability associated with developing and/or
submitting proposals. The CITY shall bear no costs and/or assume no liability for
developing and/or submitting proposals.
SECTION III. NON-MANDATORY, PRE-PROPOSAL MEETING
Interested consultants are encouraged to attend the non-mandatory virtual pre-proposal
meeting. The pre-proposal meeting will be held virtually on Tuesday, December 9, 2025 at
3:00 PM. Please allow approximately one (1) hour for the meeting. If consultants have any
questions about the pre-proposal meeting or scheduling site-visit appointments, please
contact Jerrick Carandang at jcarandang@fostercity.org.
Consultants shall bear all costs associated with attending the pre-proposal meeting. City
shall bear no costs and/or assume no liability for consultants attending the pre-proposal
meeting.
SECTION IV. PROPOSAL REQUIREMENTS
To demonstrate the qualifications and experience necessary to perform the professional
engineering services for the project, as described in the Attachment A, Draft Scope of
Services, Consultant shall submit a proposal that includes the information described in this
section.
If Consultants have questions regarding the proposal, submit questions to Jerrick Carandang
at jcarandang@forstercity.org on or before January 15, 2026.
The proposal is comprised of two (2) parts:
Part 1 is comprised of Sections A, B, C, D, E, F, G, and H described below.
Part 2 is Section I submitted as a separate file. If Consultant wishes, they may provide

a password protected Part 2 with the password to be provided upon City’s request.
The proposals shall be concise and address qualifications and experience and shall not
include superfluous information. The body of the proposal, excluding appendices, should not
exceed 15 pages. As an appendix, provide resumes for the proposed team members.
Proposals should be bound with tabs identifying each section herein specified.
PART 1
A. Cover Letter
Consultant shall provide a cover letter. Consultant’s cover letter shall be signed by an
employee authorized to contractually bind the Consultant and include the following:
1) A statement that all the information in the Request for Proposal was examined.
2) A statement that the proposal is binding for a 90-calendar day period.
3) The name, title, address, email, and telephone number of the individual to whom
correspondence and other communications should be directed during the
consultant selection process.
4) The name, title, address, email, and telephone number of the individual who will
negotiate the consulting agreement with CITY, if selected, and is authorized to
contractually bind the firm.
B. Executive Summary
Consultant shall provide an executive summary. The executive summary shall describe
Consultant’s understanding of the professional engineering and other related services
required for the work, as well as Consultant's qualifications and experience, contained
in the proposal, which best highlights the Consultant’s ability to successfully deliver the
work.
C. Project Approach
Consultant shall provide a summary of its proposed approach for the services described
herein so as to deliver a quality project on schedule and for less than the negotiated
not-to-exceed amount. Consultant shall address each of the below items.
1) Conduct a complete and thorough assessment of all elevators to determine each
individual needs for their modernization.
2) Clearly specifying the scope of work; not to exceed amount by task; and schedule
that will be included in the contract for professional engineering services.
3) Monitoring and controlling the scope of work, communicating potential scope of
work changes prior to performing that work, and managing changes in scope of
work.
4) Monitoring and controlling costs of professional engineering services to ensure the
engineering services are performed within the negotiated not-to-exceed amount.
5) Monitoring the schedule and ensuring deliverables are completed on or before
schedule milestones.
