hauling of liquid waste from the water filtration plant. Bids will be received until 10:00 am, June 26, 2026
at the office of the Town Clerk, 321 Bedford Road, Bedford Hills, New York 10507, at which time they
will be publicly opened and read aloud.
Specifications and proposal forms may be downloaded from the bottom of the Town’s Department of
Public Works website, which can be accessed at https://bedfordny.gov/Bids.aspx, until June 26, 2026.
Vendors that download the specifications are required to provide their company name, email address,
phone number, and mailing address by email to highway@bedfordny.gov in order to receive any bid
addenda that may be issued.
Bid prices shall remain in effect until July 1, 2027 and are subject to annual renewal for four one year
periods subject to both parties consent.
The Town of Bedford reserves the right to accept any bid in whole or in part and to reject any or all bids,
as considered to be in the best interests of the Town of Bedford.
No bidder may withdraw their bid within thirty (30) days after the date of the bid opening, or after notice
of award has been received from the Town.
All bids must be enclosed in a sealed envelope plainly marked “Hauling of Liquid Waste” on the outside
of the envelope. Bids to be submitted to the TOWN CLERK, 321 Bedford Road, Bedford Hills, New
York 10507.

Specifications -
The Contractor shall provide all necessary labor and equipment to pump waste from an underground
30,000 tank at the Bedford Water Plant, 215 Cross River Road, Katonah and haul it to the Town of
Bedford Wastewater Plant at the intersection of Beaver Dam Road and Harris Road in Bedford Hills. The
waste consists of diluted and neutralized chlorine, sodium hydroxide, and citric acid used to clean the
membranes at the Bedford Water Plant. It s not considered hazardous material. Contractor shall comply
with all applicable laws, including having a valid Waste Transporter Permit from NYSDEC.
Pumping at the Bedford Water Plant is accomplished by dropping a suction hose through a 24” manhole
cover. Discharge at the wastewater plant is by gravity into a 24” manhole. There is typically no wait time
to access the wastewater plant. Please note that the wastewater plant does not accept septic waste. This is
a special arrangement for only waste from the Town’ water plant.
Hauling is usually scheduled for two days per week for 18,000 gallons total per week. A schedule will be
agreed to between the Town and the Contractor for convenience of both parties. Periodically additional
hauling may be necessary due to increased load from the plant. This will normally occur on the same day
as the regular hauling, and will be done on a schedule agreed to between the Town and the Contractor
with at least 24 hours notice if requested by the contractor. Lastly, emergencies may occur necessitating
emergency hauling from the plant. This has not occurred since the plant has been operating in mid 2013.
If an emergency occurs requiring immediate response due to a high level condition of the waste tank,
contractor shall respond as soon as possible, within four hours.
In addition, there are occasions when the Town utilizes the Contractor to haul liquid sludge (3%+/-solids)
from our settling process. The Town uses a 100 gpm pump to fill the truck from this source. This is
typically less than 10% of the quantity hauled on an annual basis.
There are occasions when the Town wastewater plant cannot accept waste due to plant specific
conditions. The contractor shall provide a price to haul waste to another local facility that is available and
permitted to receive this waste.
The selected Contractor shall execute and fully comply with the attached services contract, including fully
complying with the Prevailing Wage requirements stated in the contract.
Estimated annual quantities (600,000 and 60,000 gallons) are provided below. These quantities are
estimates for bid purposes, and are not guaranteed. Contractor shall be paid based on the bid price per
gallon.
