Notice is provided that the City of Saint Charles, Missouri (hereinafter, the “City”) will accept
competitive sealed bids at St. Charles City Hall, Department of Engineering Office, Room 202,
200 North Second Street, St. Charles, Missouri 63301 until 2:00 p.
m
. local time, on November
12th, 2024 at which time all bids for the Boone’s Lick Storm Sewers (hereinafter, the “Project”)
will be publicly opened and read.
The Project work shall include the following description of the work:
Removal of two asphalt parking lot, asphalt trail, concrete box culvert, trees, sanitary sewer, and
various smaller items such as, but not limited to, benches, light posts, curbing, and drinking
fountains. Earthwork excavation of approximately 106,500 cubic yards. Installation of 775 LF of
12-72” storm sewer piping, 7 manholes, and a hydrodynamic separator; 62 LF of 9’x6’ box
culvert; overflow structure with weir, flume, chute, and walls; 2,151 LF of sanitary sewer and 16
manholes; 3,247 feet of 10 foot wide asphalt trail; two asphalt parking lots with curbing and
pavement markings; concrete access drive; fencing; raised gardens; temporary and permeant
erosion control; and all incidental items necessary to complete the work shown on the plans.
The bid shall be made on the bid form provided in the bid specifications and shall be delivered in
a sealed envelope plainly marked on the outside with Bid No. 4759 and the name of the Project
to the Department of Engineering Office on or before the date and time specified above. No
facsimile bids shall be accepted.
The bid shall be accompanied by a bid deposit (guaranty) for the amount equal to five percent
(5%) of the total bid amount. The bid deposit may be in the form of a bid bond issued by an
insurance company authorized to do business in the state of Missouri and with a financial
strength rating of A with a financial size category of IX or better by A. M. Best, a certified check
or a cashier's check drawn on a bank located in St. Charles County, the City of Saint Charles, St.
Louis County, or the City of St. Louis. The bid deposit shall be forfeited to the City if the bidder
does not execute a contract for the Project and provide all bonds, insurance requirements and
other required documents by the date stated in the bid award.
The City reserves the right to require the bidders to provide proof of the ability to properly
finance and execute the Project together with a record of successful completion of similar
projects. The City reserves the right to reject any and all bids or to advertise for new bids. The
City reserves the right to defer the acceptance of any bid and the execution of a contract for up to
one hundred twenty (120) days after the date of bid opening. The successful bidder shall execute
the Project contract and deliver all bonds and other required documents by the date stated in the
bid award.
The successful bidder shall furnish a performance and payment bond for one hundred (100%)
percent of the contract amount and shall provide certificates of insurance and insurance policy
endorsements for workers’ compensation, commercial general liability, auto liability, property
damage and other policies of insurance as stated in the bid specifications and in the amounts
stated therein for the therein stated policy periods. An additional separate guarantee
performance bond in the amount of 10% of the contract amount shall be delivered at time
of contract execution to guarantee satisfactory performance of the work completed for a
period of two (2) years after the date of acceptance of the work.
Project work shall commence work within seven (7) calendar days after the date of written notice
from the City to start work and shall complete all work within 300 calendar days after the
expiration date of the seven (7) day period.

any plan sets directly to the selected bidders / contractors for the project. Additional plan sets

Questions regarding the plans and specifications must be submitted in writing to the City of
Saint Charles Department of Engineering. All questions will be received until 2:00 p.m.
local time on November 6th, 2024 at which time no additional question will be addressed.
