Draft Request For Proposal (DRFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium

UPDATE: December 3, 2024. This announcement is being updated to add information regarding the Virtual Industry Conference and site visits in support of the NASA Agency-wide Supply of Liquid and Gaseous Helium acquisition. Information regarding the conference and site visits are posted to this announcement and is titled "Notice For NASA 80KSC024R0010 Helium Industry Conference and Site Visits." This serves to update information in "Industry Day Presolicitation Conference December 6 2024."

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the NASA/Kennedy Space Center (KSC) to post a draft RFP (DRFP) 80KSC024R0010 - DRAFT for potential offerors to review and comment on the NASA Agency-wide Supply of Liquid and Gaseous Helium DRFP.

The principal purpose of this acquisition is to acquire Helium to support requirements at the Columbia Scientific Balloon Facilities (CSBF) in CA, TX, NM and OR; Glenn Research Center(GRC) and GRC/Armstrong Test Facility (ATF); Goddard Space Flight Center (GSFC); Jet Propulsion Laboratory (JPL); Johnson Space Center (JSC), Kennedy Space Center (KSC) and KSC/Cape Canaveral Space Force Station (CCSFS); Langley Research Center (LaRC); Michoud Assembly Facility (MAF); Marshall Space Flight Center (MSFC); Stennis Space Center (SSC); and White Sands Test Facility (WSTF).

This DRFP is not a solicitation and NASA is not requesting proposals.

All comments on this DRFP shall be submitted electronically via email to:

KSC-Helium-Info@mail.nasa.gov, no later than December 12, 2024, at 4:30 p.m. Eastern time using the attached Industry Comment form.

No final RFP exists; therefore, do not request a copy of the final RFP. Any subsequent final RFP will be synopsized prior to its release and published on https://www.SAM.gov. It is the responsibility of prospective offerors to monitor this site for the release of any final RFP and any amendments. Prospective Offerors will be responsible for downloading their own copy of the final RFP and any amendments.
