Description

This Sources Sought Synopsis/Request for Information (RFI) is issued by the 31st Contracting Squadron (hereinafter referred to as "the Government") to conduct market research and identify potential vendors capable of providing the Hammonds AC800-2L-1P7-1P7 Fluid Power Additive Injection Cart-Mounted System (FPAIC) to support the 31st Logistics Readiness Squadron at Aviano AB, Italy. This RFI is intended to determine if competition is possible and advantageous to the Government.



This announcement does not constitute a Request for Quotations (RFQ), a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does it commit the Government to issuing a solicitation.



Background



The 31st Logistics Readiness Squadron requires an FPAIC to be used with the VIPER Kit, providing flexibility and efficiency for refueling operations. The FPAIC is an accessory to the Versatile Integrating Partner Equipment Refueling (VIPER) Kit that allows necessary additives to be injected during hot refueling operations to regrade aviation fuel (i.e., Commercial Aviation JA1 to Military Specification JP8) utilizing host nation refueling equipment to support Air Force aircraft.



Government's Intent to Award Sole Source



This is a written notice to inform the public of the Governments INTENT TO AWARD ON A SOLE SOURCE basis to Hammonds Technical Services, Inc., the manufacturer of the Hammonds Model AC800-2L-1P7-1P7. The Government believes that Hammonds Technical Services, Inc. is the only source certified by the Air Force Petroleum Office in accordance with Technical Orders (TO) 00-25-172 and TO 37A9-3-17-1 for use with the VIPER kit. The statutory authority permitting this sole source procurement is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." If no affirmative written response is received, award will be made without further notice.



FPAIC Information



The Hammonds Additive Injection System is a mechanical system that blends additives and fuel without the need for power, meters, or controls. It utilizes the energy from fuel flow to inject and blend the additive and fuel. This system provides a superior blend of on-spec fuel and additive.

The Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this RFI. The Government will not be responsible for any information or administrative costs incurred by respondents to this notice. Submittals will not be returned. A determination to not compete this requirement, based on responses to this notice, is solely within the discretion of the Government. If a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry (SAM.gov). It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement.

Response Instructions



Interested firms that are capable of providing the required equipment are invited to submit a capability statement demonstrating their understanding, capability, approach, qualifications, and past experience in meeting the requirements identified in the specifications. Firms must show clear and convincing evidence that competition is possible and will be advantageous to the Government.



* **Capability Statement Content:** The capability statement should, at a minimum, address the following:



* Demonstrated experience providing and/or supporting the Hammonds Model AC800-2L-1P7-1P7 Cart-Mounted Additive Injection System or similar systems.



* Specific capabilities to meet the requirements.



* Relevant certifications or qualifications related to the equipment and services, including meeting TO 00-25-172, TO 37A9-3-15-1 and TO 37A9-3-17-1 requirements.



* Past performance examples, including contract numbers, customer names, and contact information (if possible), demonstrating successful delivery of similar requirements.



* A description of the firm's quality control processes.



* Production capacity and lead times for delivering the required equipment.



* Any potential challenges or risks the firm foresees in meeting the requirements and proposed mitigation strategies.



* Any innovative solutions or approaches the firm can offer to enhance the efficiency or effectiveness of the required services.

* Maximum length: Five (5) pages



* Font: Times New Roman, 12 point



* Margins: One-inch margins on all sides

Responses shall be provided via email to SSgt Elysia King, Contract Specialist, at elysia.king@us.af.mil no later than 2:00 p.m. Rome on September 20, 2025.
