Request for Proposals - Kolb Park Playground Project

The City of Paducah Parks and Recreation Department is seeking proposals from qualified vendors for the furnishing, delivery, and installation of new playground equipment, and optional safety surfacing for Kolb Park, located in Paducah’s Southside. This project is funded in whole or in part through a Community Development Block Grant (CDBG) and all applicable federal, state, and local requirements shall apply. Qualified vendors must be licensed and authorized to operate in the Commonwealth of Kentucky and must demonstrate experience in the design, supply, and installation of playground equipment and safety surfacing for public park facilities in compliance with all applicable standards, including National Recreation and Park Association (NRPA) and Certified Playground Safety Inspector (CPSI) requirements.

The selected vendor shall provide all labor, materials, equipment, permits, demolition, hauling, installation, and related services necessary to complete the project in accordance with the specifications contained herein. The total project budget shall not exceed $199,000, and must be inclusive of all services, materials, installation, and applicable fees. Vendors are invited to submit a proposal in accordance with the requirements as described herein no later than 10:00 am on Thursday, May 14, 2026.

This document is an amendment to the original Request for Proposals and shall be a part of and
included in the final contract award. Wherein this Addendum conflicts with the original Request for
Proposals, this Addendum shall govern.
RFP Playground Replacement Kolb Park
1. Is the city tearing out the existing unit and mulch? If so, how will the site be prepared upon our
arrival?
a) Yes. The City has the capacity to provide demolition of the existing structure and
surfacing.
2. Will the city be providing dumpsters or a dump trailer for trash? Or is that to be included in the
bid?
a) No. Please include any trash needs in the bid.
3. I saw a request for alternate safety surfacing. For the base bid are you asking for wood mulch?
a) The request for the alternate is for the safety surfacing portion of the project. The
existing playground has wood mulch. Safety surfacing is preferred and could include
rubber mulch or pour-in-place.
4. Could you clarify delivery and installation of the subbase as required? What type of subbase are
you requesting?
a) At the discretion of the bidder and should be included as part of the alternate bid.
5. If this is prevailing wage, will you be providing the local prevailing wage sheets?
a) Yes. These will be available on the website for download. Disclaimer: Prevailing wage
rates can be subject to change and will reviewed again when the contract is awarded.
