Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The Environmental Protection Agency (EPA) intends to award a firm-fixed price purchase order on a sole source basis to the Elsevier Inc., 230 Park Avenue FL 8, New York 10169 for Elsevier Reaxys Online Subscription Services for up to 20 EPA employees.
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00.
The sole source nature of this requirement is based on the determination that Elsevier Inc is the only known organization able to satisfy the Government’s requirements. The EPA Office of Pollution Prevention and Toxics’ Industrial Chemistry Branch (ICB) reviews the chemistry of submissions provided under Toxic Substances Control Act (TSCA) New and Existing Chemicals programs. The reviews rely heavily on published data and literature not provided by the regulatory submitter. ICB chemists rely on the Beilstein and other sources available through the Reaxys tool in their review of TSCA submissions.
Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
