Project Description
Demolition of Three Buildings North of 40 Public Square
The City of Mount Vernon Engineering Department is requesting qualifications and technical proposals from
experienced demolition contractors for the demolition of three unsafe structures located north of 40 Public
Square, Mount Vernon, Ohio on permanent parcel numbers 66-05506.000, 66-03852.000, and 66-03852.001.
On March 24, 2026, the Board of Property Maintenance Appeals determined that these structures were unsafe
and ordered the City to complete demolition within 90 days. Following demolition, the site will be prepared for
use as a parking lot.
The selected contractor shall perform the work in accordance with the project requirements described below.
Certain wall and support sections shall remain in place (see attached exhibit) and will be guarded by erecting a

safety fence as directed by the City in order to protect the adjacent sidewalk and existing site conditions. The
contractor shall also protect adjacent public infrastructure and nearby facilities, including City Hall, throughout
the work.
Additional Information
Phase I environmental documents and asbestos inspections reports are included in attachments 1 and 2 for
contractor review. Additional site information may be provided upon request.
Estimated Demolition Cost: $300,000
Selection Subfactors
After the Response Due Date each applicant is allowed up to three total of any combination of the following:
check-in calls, email, or stop-by. Exceeding this limit shall reduce your score.
Estimated Date of Authorization
It is anticipated that the selected contractor will be authorized to proceed by May 30, 2026.
Completion Schedule
Demolition is to be completed by June 22, 2026.
Suspended or Debarred Firms
Companies and individuals included on the current City of Mount Vernon, State of Ohio, or federal exclusions
list of either the Office of Inspector General or the General Services Administration are not eligible for selection.

entered into pursuant to this advertisement, all bidders including disadvantaged business enterprises will be

The City of Mount Vernon will directly select a contractor based on the Letter of Interest (LOI). The requirements
for the LOI and the Contractor Selection Rating Form that will be used to select the contractor are shown below.

Requirements for Letters of Interest
Contract Submittal Requirements
Interested contractors shall provide a Letter of Interest including the following:
1. Company name, address, phone number, and primary contact person.
2. Identification of the project manager and key personnel assigned to the project.
3. Description of the contractor's demolition experience, especially on high-density, urban, constrained, or
publicly sensitive sites.
4. A list of at least three similar projects, including location, approximate cost, year completed, and owner
reference contact information.
5. Description of the contractor's current workload and ability to meet the City's schedule.
6. A technical approach to demolition, including:
a. sequence of demolition
b. traffic control coordination
c. public safety, including pedestrians, motorists, and cyclists
d. protection of adjacent structures
e. protection of public facilities (e.g., sidewalks, streets, utilities, traffic signals, etc.)
f. treatment of remaining wall and support sections
g. housekeeping, debris removal and site cleanup
h. approach to site security and final site condition
i. list of equipment to be used
7. Confirmation that the contractor can perform the work on the expedited timeline.
8. Identification of any subcontractors.
9. Proof of insurance and relevant licensure.
10. Any known or perceived environmental or safety considerations the contractor believes should be
addressed before demolition begins.

Exhibit 1 - Contractor Selection Rating Form Notes
1. The proposed project manager for each contractor shall be ranked, with the highest ranked project
manager receiving the greatest number of points, and lower ranked project managers receiving
commensurately lower scores. The rankings and scores should be based on each project manager's
experience on similar projects and past performance for the City. Any subfactors identified should be
weighed heavily in the differential scoring.
Differential scoring should consider the relative importance of the project manager's role in the success
of a given project. The project manager's role in a simple project may be less important than for a complex
project, and differential scoring should reflect this, with higher differentials assigned to projects that
require a larger role for the project manager.
2. The experience and strength of the assigned staff, including subcontractor staff, should be ranked and
scored as noted for Number 1 above, with higher differential scores assigned on more difficult projects.
Any subfactors identified in the project notification should be weighed heavily in the differential scoring.

3. The contractor's workload and availability of qualified personnel, equipment and facilities shall be ranked
and scored on a relative, differential scoring type basis. The scoring shall consider quantifiable concerns
regarding the ability of a contractor (or contractors) rated higher in other categories to complete the work
with staff members named in the letter of interest.
4. The contractor's past performance on similar projects shall be ranked and scored on a relative, differential
scoring type basis, with the highest ranked contractor receiving a commensurately greater number of
points.
The differential scoring should consider the complexity of the project and any subfactors identified in the
project notification.
5. The contractor's project approach shall be ranked and scored on a relative, differential scoring type basis.
The scoring shall consider the contractor's proposed timeline, attention to protecting the premises against
damage, plans for reduction of waste, and innovation.
6. The contractor's cost estimate shall be ranked and scored on a relative, differential scoring type basis.
The scoring shall consider the contractor's estimates of material costs and hours of labor required to
complete the project.
7. The diversion of material from landfill will receive points.

Exhibit 2 - Scope of Services
The contractor's scope shall include, at minimum, the following:
1. Demolition of the structures located on permanent parcel numbers 66-05506.000, 66-03852.000, and 66-
03852.001.
2. Proper housekeeping, removal, and lawful disposal of demolition debris.
3. Coordination of all work necessary to safely perform demolition adjacent to active public streets and
sidewalks.
4. Temporary closure of Chestnut Street and North Main Street during demolition operations, as required for
safety. The City will provide the detour route.
5. Temporary removal of the traffic signal pole and arm as required for demolition, unless otherwise approved
by the City.
6. Protection of City Hall and adjacent public improvements during demolition. The contractor shall describe
its protection plan in detail.
7. Retention of three designated wall and support sections as directed by the City.
8. Site stabilization and grading following demolition for interim use as a parking lot.
9. Installation of fencing along three sides of the site where basement walls will remain in place.
10. Coordination with the City regarding available environmental documentation, including Phase I
environmental materials, and compliance with all applicable demolition, disposal, and safety regulations.
11. Removal and proper disposal of asbestos containing materials will be completed by the City.
12. Adherence to all relevant permit conditions, including zoning, right-of-way, demolition, and stormwater
permits.
