Invitation for Bids (IFB): Structural Firefighting Protective Ensemble (Turnout Gear, Boots, and Helmets)

1. Purpose and Background

The Irondequoit Fire District is soliciting sealed bids to furnish new NFPA-compliant turnout gear, structural firefighting boots, and helmets.
This procurement standardizes firefighter PPE and replaces legacy ensembles in accordance with FEMA AFG program objectives for firefighter safety and operational readiness.

1. Specifications (Technical Requirements)

All garments and equipment shall comply with NFPA 1971 (2024 Edition) and OSHA 29 CFR 1910.156.
Manufacturers must be ISO 9001-certified with at least 10 years of NFPA 1971 certification history.
Each item shall carry a permanent manufacturer label with serial number, lot, and NFPA compliance mark.

Turnout Gear Requirements

(Full details per attached “Revised PPE Bid Spec 10-15-25.”)

• Coat: Tail-style dropped rear hem, Nomex/Kevlar or PBI-blend outer shell, detachable liner, reflective trim, departmental and rank identification.
• Pants: Ergonomic “Pro Fit” design, detachable liner, reinforced knees, quick-adjust suspenders, bellows pockets, Nomex or Kevlar stitching.
• Performance: TPP ≥ 35 cal/cm², THL ≥ 205 W/m², Water Penetration ≥ 25 cm, Seam Strength ≥ 100 lb.
• Warranty: Minimum 5-year manufacturer warranty; NFPA 1851 maintenance compliance.

Leather Structural Firefighting Boots

• NFPA 1971 (2024) and ASTM F2413 compliant pull-on leather firefighting boots.
• Full-grain waterproof leather upper with moisture-barrier liner.
• Composite safety toe and puncture-resistant plate.
• Slip-resistant, heat-resistant Vibram-style outsole.
• Electrical hazard protection per ASTM standards.
• Moisture-wicking interior liner and padded shin guard.
• 14-inch pull-on height with dual side handles.
• Warranty: Minimum 1-year manufacturer warranty.

Traditional Structural Firefighting Helmet

• NFPA 1971 (2024) compliant traditional-style structural helmet.
• Fiberglass or thermoplastic shell with high-heat resistance.
• Impact cap and 8-point suspension with ratchet adjustment.
• Nomex ear/neck protector and flame-resistant chinstrap with quick-release buckle.
• Clear face shield or dual-certified goggles included.
• Reflective trim and departmental identification on both sides and rear.
• Colors: Black (Firefighter), Yellow (Lieutenant), Red (Captain) White (Chief) – per department designation.
• Warranty: Minimum 5-year manufacturer warranty.

1. Submission Instructions

• Deadline: November 11 ^th , 2025, by 17:00 hours
• Delivery: Sealed bids must be received at Irondequoit Fire District Headquarters, 2960 Culver Road, Irondequoit NY 14622, no later than 11/11/2025 at 17:00 hours. Late bids will not be opened.
• Identification: Envelope must be clearly marked “Turnout Gear Procurement – AFG FY 2025.”
• Questions: Submit in writing to Chief Metcalfe by 11/3/2025

1. Evaluation and Award

Bids will be evaluated on:

1. Compliance with all specifications and certifications.
2. Demonstrated NFPA certifications and warranty.
3. Delivery timeline (≤ 90 days preferred).
4. Price and overall value.
5. Past performance and references.

Award will be given to the lowest responsible bidder meeting specifications and in the best interest of the District.
The District reserves the right to reject any or all bids or waive minor informalities.
