By direction of the Linn County Conservation Board, in accordance with the provisions of Chapter 26 of the 2025 Code of Iowa, notice is hereby given that SEALED BID PROPOSALS, will be received by the Conservation Board at its office at 10260 Morris Hills Road, Toddville, Iowa, no later than 1:00 pm on Wednesday, September 17, 2025, for the project entitled PINICON RIDGE PARK COLD STORAGE BUILDING .
All Sealed Bids submitted by the time and date stated above will be publicly opened, read and reviewed by the Conservation Director and staff at their office at 10260 Morris Hills Road, Toddville, Iowa on Wednesday, September 17, 2025, at 1:00 pm. The Conservation Board has delegated this quotation opening authority to the Conservation Director in accordance with Chapter 26, Code of Iowa. The Conservation Director will report the results of the bidding and his recommendation at the next Conservation Board meeting scheduled for 12:00 noon, on Monday, September 22, 2025.
This public improvement generally consists of the construction of a new replacement building, 36’ x 120’, 3 sided, metal storage building at Pinicon Ridge Park. Address: 4732 Horseshoe Falls Rd. Central City Ia. 52214. This is a replacement building for the building that was destroyed by a fire in late April.
GENERAL SCOPE OF WORK:
Construct a 36’ x 120’ post frame storage building. The front side of the building will have 6- 20’ wide openings, no doors. Exterior siding is to match the existing main shop building that is on site, in color and the wainscot. Posts are set on concrete footings with specified metal brackets. 6” concrete floor on compacted stone base. 24’ wide x 6” concrete apron in front of building. 10’ wide x 4” apron along back of building. Construct 2 - 20’ x 36’, 3 sided concrete bunkers w/ 8” x 4’ tall walls. Add electricity to the building. Install a 100 amp service panel with 6 outlets and 3 lights. Power to be extended from existing building.
ESTIMATED COST: $260,000.00

Construction documents will be issued to Contractors upon deposit of $150.00 per set. All addenda issued during the bidding period, become a part of the bid and must be acknowledged on the bid form as a part of the contract. The final date for addenda to be issued will be FRIDAY, SEPTEMBER 12th, 2025, by 1:00 p.m.
Each proposal shall be made on the proposal form prepared for this purpose. Any alteration in the official form of proposal will entitle the County, at its option, to reject the proposals involved into consideration.
By virtue of statutory authority and provisions, preference will be given to products and provisions grown and produced within the State of Iowa.
Bids shall be made as lump sum bids for the entire work. Prices quoted shall be guaranteed for a period of sixty (60) days after the date of the bid. It is intended that a contract be awarded to the lowest responsive, responsible bidder. Linn County and its Conservation Board reserve the right to reject any or all bids, to waive minor informalities in any bid or to make award in the best interest of the County.
Bid Security – Each bid must be accompanied with a bid security equal to five percent (5%) of the bid. The form of the bid security shall be as prescribed by Chapter 26.8, Code of Iowa. The bid security will be held by the owner until a contract is fully executed, and bonds are approved by the owner.
All bidders are required to provide a statement regarding their residency status as required by 875 Iowa Administrative Code Chapter 156.
Contractors using “materials, supplies, and equipment” on projects in designated “exempt entities" may purchase these items without liability for the sales tax. The contractor must have a purchasing agent authorization letter and an exemption certificate from the public entity to present to the retailer, which specifies the construction project and will be available for that project only. The owner will issue an authorization letter and an exemption certificate to the contractor and/or subcontractors for the purchase or use of building materials, supplies, and equipment to be used on this project only. DO NOT INCLUDE SALES TAX ON YOUR BID FORM.

HOLD HARMLESS AGREEMENT
LIST OF PROBABLE SUBCONTRACTORS THAT MAY BE USED IN THE CONSTRUCTION OF THIS PROJECT.
Performance Bond – The successful bidder shall be required to provide a performance bond in the amount of one hundred percent (100%) of the contract price.
Bidder shall also provide, as part of the bid form, a good faith effort to list all potential subcontractors who will or may work on this project. A bidder that fails to include a list with the bid may be considered by Linn County a Non-Responsive Bidder.
No bid may be withdrawn for a period of sixty (60) days after the date of the scheduled closing time for the receipt of bids.
Bidders shall be prepared to submit a performance bond and payment bond and a two-year maintenance bond conditioned on the faithful performance of the contract. Out-of-state bidders shall be prepared to submit an out-of-state contractor bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa.
It is intent of the owner to award a contract to the lowest responsive, responsible bidder provided the bid has been submitted in accordance with the bidding requirements. The owner reserves the right to reject any or all bids.
Those projects that are funded wholly with Linn County, Iowa funds and to which Linn County, Iowa, or its Conservation Board are signatory; the successful bidders must comply with all county regulations, safety and OSHA regulations, and affirmative action programs.
