Description

This synopsis is for the Sources Sought previously posted under W58RGZ-25-R-0036.



The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and overhaul for the following assets:





NOMENCLATURE: Engine Regulator

ESTIMATED QTY Range: 15 Minimum - 90 Maximum (15 each FMS)





The applicable North American Industry Classification System (NAICS) code is 336310 and the size standard is 1050 employees.





The proposed contractual action will be a five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), maintenance and overhaul contract, with minimum/maximum quantities listed above. The maximum quantity includes a quantity for Foreign Military Sales. Authority cited is 10 United States Code Section 3204(a)(1) FAR 6.302-1(a)(2)(ii)(B). Only one responsible source and no other supplies or services will satisfy agency requirements.





The Engine Regulator is not a Critical Safety Item (CSI). There are no Depot Maintenance Work Requirement (DMWR) available to the Government to overhaul the Engine Regulator. The technical data rights for this requirement are proprietary and owned and controlled by the Original Equipment Manufacturer (OEM), GE Aviation Systems, LLC., and not by the Government. Interested parties must have secured the rights to the technical data package to be a potential source for the overhaul of this part. If a new source acquires the proprietary data during the contract period of performance, the new source can compete in future procurements. GE Aviation is the only source who has access to the proprietary data necessary to overhaul the Engine Regulator. A Product Verification Audit (PVA) is required. This procurement is restricted to GE Aviation Systems LLC (GE), CAGE Code 07639.





An RFP will be issued at a later date for this requirement. Requests for solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided.





All responsible sources may submit an offer which shall be considered by the Agency. Requests for solicitation will be accepted by email. You may send an email request to arthur.l.gunter.civ@army.mil.





Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. All responsible sources may submit a proposal which shall be considered by the Agency.





This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not post prior to the closing date stated above.
