COMPETITIVE CONTRACT REPORT FOR THE
PROFESSIONAL PLANNING AND TECHNICAL SUPPORT SERVICES FOR THE SAFE STREETS AND ROADS FOR ALL, SUUDIES AND SUPPLEMENTAL PLANNING
Evaluation and Recommendation of an Award for the 2026 contract for professional planning and technical support services for the Safe Streets and Roads for all (SS4A), Studies and Supplemental Planning for completion of the project by August 2029.
This report was prepared in accordance with the requirements of competitive contracting under the Local Public Contracts Law, N.J.S.A.40A:11-4.1 et seq., for reasons explained herein.
History
By resolution No. 285-25 on December 9, 2025, the Township of West Orange authorize the execution of a grant agreement for the grant funding from the U.S. Dept. of Transportation, Federal Highway Administration (FHWA) for the Safe Streets and Roads for ALL (SS4A) grant program to fund studies and supplemental planning in the amount of $450,000 that requires a 25% match of the grant amount by the Township that is equivalent to $112,500.00.
Township Council for the Township of West Orange (the "Township") adopted Resolution 65-26 on March 3, 2026, which authorized the Township to utilize Competitive Contracting in lieu of public bidding to award a contract for the professional planning and technical support services.
On March 12, 2026 the Township of West Orange (TOWNSHIP) advertised for bids on the Township website, with proposals due on April 9, 2026 at 10:00 a.m. Addendum 1 was issued March 27, 2026 to answer questions. Addendum 2 was issued on April 2, 2026 to answer questions and extend the bid date to April 23, 2026. Addendum 3 was issued on April 9, 2026 to answer more questions.

Evaluation
The methodology for awarding competitive contracts is based on an evaluation and ranking, which shall include technical, management, and cost pursuant to the Local Public Contracts Law.
The Township formed a committee to review and evaluate proposals received. The committee members are Panayiota Reynolds, Purchasing Agent; Zayibeth Carballo, Engineer and Director of Engineering; Matthew Reiss, Sergeant for the West Orange Police Department, Jared Malveda, Assistant Municipal Engineer, and Glenn McCarthy, Administrative Analyst for the Department of Engineering.

Recommendation:
Based upon; their experience in performing similar work for Essex County, an existing understanding of the county roads within the Township of West Orange through their work with the County, the qualifications and experience of the staff and sub-consultants presented, and their level of understanding of the scope of work and propose technical methodology to complete the work required. The committee recommends Michael Baker International Inc. for the Award for the professional planning and technical support services for the Safe Streets and Roads for all, Studies and Supplemental Planning for completion of the project by August 2029.
