TOS - Task Order Solicitation
Description
The Los Angeles Department of City Planning (DCP) is in search of a contractor that possesses the requisite technical skills and experience as a Project Manager leading the implementation of the ZIMAS Wildfire Recovery Enhancement Project. This effort requires coordination of multidisciplinary teams, oversight of technical development, and management of timelines, deliverables, and stakeholder communication. The selected consultant will guide the integration of GIS, application development, and web-based tools into a cohesive platform that supports wildfire rebuild eligibility, entitlement coordination, and compliance reporting, while ensuring alignment with City priorities and State recovery requirements.

This Task Order Solicitation (TOS) is directly correlated to DCP’s Request for Qualifications (RFQ) for “Contract Programming” (Opportunity ID#204576) that was released on October 21, 2022. From this RFQ, DCP selected a pre-qualified list of consultants to bid on future TOSs and Request for Bids. To qualify for this TOS, your firm must be on the DCP’s pre-qualified list associated with the aforementioned RAMP Opportunity ID# 204576 under the following service categories:

Project Management: Effective delivery of a project requires structured planning, coordination, and oversight of all activities needed to meet defined scope, schedule, and budget constraints. This includes organizing resources, establishing timelines and milestones, managing risks, and ensuring that all stakeholders remain informed and aligned throughout the project lifecycle. This function also includes facilitating communication between technical teams and business units, monitoring progress against deliverables, resolving issues, and ensuring that all work meets established quality standards and contractual requirements. The goal is to achieve project objectives efficiently, transparently, and in alignment with organizational priorities.

Software/Application Development: Collaborate in a team environment to design, develop, implement, and support custom programming code (primarily web services-based applications) adapted to specific or enterprise-wide uses, either as a primary system or as a deployable interface used to integrate and interact with multiple diverse systems.
