152 AW Secondary Crash Net Repair

THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE; THIS IS NOT A REQUEST FOR QUOTE. NO SOLICITATION DOCUMENT WILL BE ISSUED AND OFFERS WILL NOT BE REQUESTED.

The Nevada Air National Guard Contracting Office intends to enter a Firm Fixed-Price contract on a sole source basis in accordance with FAR 13.106-1(b)(1)(i), under the authority of 10 U.S.C 2304(c)(1) with Forum Communications Systems Inc. The contract is for supplies and services for the 152 AW/OG/CS to receive one secondary crash net operations system repair/replacement due to damages. System is utilized in the event of an airfield related emergency crisis, i.e., in-flight emergency, on base crash and severe weather warnings. The alert system is required as per DAFMAN13-204V3 and DAFMAN13-204V2. The system is currently existing on the base and existing interoperable equipment is intended to be re-utilized. This will be a small business procurement under NAICS Code 334210 and Product Service Code of 7G20. The delivery and install are requested to be as soon as possible.

This special notice is effective through Federal Acquisition Circular 2024-07 effective 30 September 2024, Defense FAR Supplement Publication Notice effective 1 October 2024, and Army Federal Acquisition Regulation Supplement (AFARS) 2024-0712 effective 12 July 2024. It is the contractors' responsibility to be familiar with applicable clauses and provisions.

This is not a solicitation for competitive offers. If interested, firms may submit their technical approach and solutions to the point of contact listed in this Special Notice for consideration. All information furnished must be in writing and must contain sufficient detail to allow NVANG to evaluate the firm’s capabilities in accordance with the Air Force policy and regulations, and should include the following information: (1) Organization name; physical email and website address; telephone number, business size and CAGE code and/or UEI; (2) detailed capability statement. This request for capability information does not constitute a request for offers; submission of any information in response to this special notice is voluntary and the Government will not reimburse any costs incurred for providing a response. If no responses are received during this notice period, to demonstrate comparable capability, then a sole source acquisition award will be made. All interested responses shall be received prior to the closing date and time addressed in this notice.
