I. OVERVIEW
The City of Lancaster is soliciting proposals from qualified firms for the provision of landfill services to
ensure the safe, efficient, and environmentally responsible disposal of municipal solid waste generated
within City and County and outside the County. The selected contractor will be responsible for receiving,
managing, and disposing of waste in full compliance with all applicable federal, state, and local
regulations, while maintaining high standards of operational reliability and environmental stewardship.
Through this Request for Proposals (RFP), the City seeks to establish a long-term partnership with a
provider that can offer long-term disposal capacity, competitive pricing, regulatory compliance, and
reliable service to meet the community's current and future solid waste disposal needs.

II. PROPOSAL PARAMETERS & GUIDELINES
Preparation and Submission:
The City assumes no responsibility for unmarked or improperly marked envelopes.
The City will not be responsible for any costs incurred to respond to this proposal request.
Mail or deliver to the address noted in this document. The City is not responsible for delays due
to the Bidders choice of delivery service (USPS, UPS, FedEx, etc.).
Electronic (email) or facsimile submissions will not be accepted.
Responses not received by the time and date specified will not be opened or considered unless
the delay is the result of the City or its agents.
One copy of the proposal must be provided in a sealed envelope clearly marked Response: Municipal Solid
Waste Landfill #743-06-03-07-06-26by 2:00 p.m. on Monday, July 6th, 2026. Electronic (email) or
facsimile submissions will not be accepted, and late submittals will be rejected. All questions must be
in writing and directed to Kelli Stevens at kstevens@lancastercitysc.com.

Errors in Proposal
Contractors or their authorized representatives are expected to fully inform themselves as to the
conditions, requirements, and specifications before submitting a proposal. Failure to do so will be at the
Contractors own risk. The City reserves the right to waive any informalities, technical defects, and minor
irregularities in proposals received.
Award Criteria
The City shall award the contract to the Proposer who submits the best overall responsible and
responsive proposal taking into consideration compliance with stated terms, conditions, and
specifications. The City reserves the right to reject any or all proposals, and to accept any proposal
submitted that best meets the needs of the City in the sole judgement of the City.
Proposals received in response to this RFP will be evaluated using a weighted award matrix designed to
identify the proposal that provides the best overall value to the City. The evaluation will be weighed as
follows: Price (35%), Technical Approach and Service Plan (20%), Compliance and Permitting (20%),

Experience and References (15%), and Service Capacity (10%). The City reserves the right to consider
all factors relevant to the successful and reliable provision of landfill disposal services and may award a
contract to the proposer whose submission is determined to be in the best interest of the City.
Disclosure
Trade secrets of proprietary information submitted by the Proposer in connection with a procurement
shall not be subject to public disclosure under the Freedom of Information Act (FOIA); however, the
Proposer must invoke the protection of this section prior to or upon submission of the data or other
materials, and must identify the specific area or scope of data or other material to be protected and state
the reasons why the protection is necessary. An all-inclusive statement that the entire document is
proprietary is unacceptable and will be disregarded. A statement that the costs are to be protected is
unacceptable and will not be honored.
Suspension and Debarment
The Contractor certifies, by submission of this proposal, that neither it nor its principal are presently
debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from
participation in the transaction by any federal, state or local agency. Where the Contractor is unable to
certify to any of the statements in this certification, such Offeror shall attach an explanation to this
proposal.
Indemnification
The Contractor shall exercise every necessary precaution for the safety of the work site and the
protection of any kind and all persons and/or property adjacent to the worksite. Any damage incurred
by the Contractor must be reported immediately to the Citys Sanitation and Maintenance Operations
Supervisor, Jonathon Carnes at (803) 288-0359.
Invoicing and Payment
The successful Contractor shall be paid at the contract price upon submission of proper invoices to the
City of Lancaster Solid Waste Administration for review and payment processing, with subsequent
submission to the City of Lancaster Accounts Payable Department by email at
accountspayable@lancastercitysc.com or by mail at P.O. Box 1149, Lancaster, SC 29721. Payment will be
made within thirty (30) days of receipt of a proper invoice. All invoices must include the applicable
Purchase Order Number and be submitted by the company identified on the Purchase Order within
fifteen (15) calendar days.
Compliance
The Contractor shall fully comply with all applicable federal, state, county, or municipal laws, rules,
regulations, ordinances, including the Americans with Disabilities Act (ADA) and the regulations
promulgated thereunder, including ADA Title II, and shall hold the City harmless from any liability
resulting from failure of such compliance.
The Contractor certifies that all federal, state, county, or municipal orders regarding affirmative action
are followed to ensure equal employment opportunities and fair employment practices. The Contractor
agrees not to discriminate against any employee or applicant for employment because of race, religion,
color, sex, gender identity, sexual orientation, age, handicap, or national origin; however, some
conditions may be a bona fide occupational qualification reasonably necessary for the normal operations
of the Contractor.
The Contractor will comply with the requirements of Chapter 14, Title 8 of the South Carolina Code of
Laws titled Unauthorized Aliens and Public Employment and agrees to provide the City of Lancaster any

documentation required to establish either; (a) the applicability of such law to the Contractor and
subcontractors; or (b) the compliance with this law by the Contractor and any subcontractors.
Conflict of Interest
All Contractors must disclose with their proposal the name of any officer, director, or agent who is also
an employee of the City of Lancaster or becomes a City of Lancaster employee during the duration of the
project. Further, all Contractors must disclose the name of any City employee who owns directly or
indirectly, an interest in the Contractors firm or any of its branches. With the submission of this proposal,
the Contractor certifies that the proposal submitted was made without fraud, that it has not offered or
received any kickbacks or inducements in connection with the offer, and that it has not conferred on any
public employee, or public official. The Contractor certifies with the submission of a proposal that no
relationship exists between itself and the City, another person, or organization that interferes with fair
competition or constitutes a conflict of interest with respect to a contract with the City. Contractors are
specifically directed not to contact any other City personnel for meetings, conferences, or technical
discussions related to this request unless otherwise stated in this document. Failure to adhere to this
policy may be grounds for rejection of your proposal.
MWBE Statement
It is the policy of the City of Lancaster to provide minorities and women equal opportunity for
participating in all aspects of the Citys contracting and procurement programs. It is also the policy of the
City of Lancaster to prohibit discrimination against any person or business in pursuit of these
opportunities based on race, color, sex, gender, national origin, religion, age, disability, marital status,
sexual orientation, gender identity, genetic information, or other legally protected classifications.
Fair Labor Standards Act
No Contractor or subcontractor holding a service contract with the City for any dollar amount shall pay
any of its employees working on the contract less than the minimum wage specified in section 6(a)(1) of
the Fair Labor Standards Act 29 U.S.C. 206. Failure to meet this requirement may result in contract
termination by the City.
Non-Appropriation of Funds
This agreement shall be subject to the availability and appropriation of funds by Administration and City
Council.
Excluded Bidders
Proposals from companies may be excluded for any of the following reasons:
Reason to believe collusion exists among companies
The company is involved or has been in any litigation against the City
The company is in arrears on any existing contract or has defaulted on a previous contract with
the City
Lack of financial stability
Failure to perform under previous or present contracts with the City
Is currently debarred by the State of South Carolina Procurement Services
III. INFORMATION FOR BIDDERS
The City of Lancaster currently transports approximately 75% of all municipal solid waste (MSW)
collected throughout both the City and Lancaster County. As the City and County continue to experience
significant growth, waste collection volumes are expected to increase accordingly. To effectively meet
future demands, the City is seeking a disposal facility that can better accommodate our operational needs.
Prioritizing employee safety, maximizing equipment lifespan, and improving operational efficiency are
critical factors in ensuring responsible stewardship of resources and controlling costs for the benefit of

City and County residents and businesses. Additionally, the City experiences seasonal fluctuations in
MSW volumes throughout the year, requiring a disposal partner with the capacity, flexibility, and
reliability to accommodate varying waste streams during peak collection periods.
Historical Tonnage Data
The City of Lancaster disposed of 30,163 tons in FY 2022-2023; 22,016 tons in FY 2023-2024; 22,508
tons in FY 2024-2025; and 14,743 from June 2025 to March 2026.
Existing Transportation Equipment and Operational Requirements
The City of Lancaster currently operates a fleet of six (6) road tractors dedicated to the transportation of
municipal solid waste (MSW). These units perform multiple trips daily and are a critical component of
the City's waste disposal operations. Proposers should consider the City's daily hauling schedule and
transportation needs when developing their service and operational plans.
The City utilizes eleven (11) walking floor trailers for waste transport. Each trailer is equipped with
either an electric or hydraulic tarping system to ensure compliance with applicable transportation and
litter control requirements. The trailers are unloaded utilizing a walking floor system and do not require
tipping capabilities at the disposal facility.
All trailers are equipped with a rear tailgate that swings open to the right side and is secured by chain.
Proposers shall ensure that the proposed facility's unloading area, traffic flow patterns, and operational
procedures can safely accommodate this trailer configuration and provide adequate clearance for
unloading operations.
Bidders should identify any site-specific requirements, restrictions, or operational considerations that
may impact the City's transportation equipment, turnaround times, unloading efficiency, or overall
hauling operations. Facilities that can accommodate the City's existing fleet configuration without
requiring equipment modifications are preferred.
IV. EXPECTATIONS OF THE CITY OF LANCASTER
1. Facility Access and Roadway Maintenance
- The landfill operator shall maintain all access roads, internal haul roads, and tipping areas in a safe
and serviceable condition to support efficient vehicle movement and minimize wear and tear on
collection equipment. Proper maintenance includes, but is not limited to, routine grading, pothole
repair, dust control, drainage management, debris removal, and timely remediation of unsafe road
conditions that could impact vehicle safety, increase maintenance costs, or hinder operational
efficiency.
- Roadways must be in accordance with South Carolina regulation width to accommodate all vehicle
types, including trailer tippers, walking floor trailers, and other hauling equipment.
- Clearly posted speed limits shall be established and enforced throughout the facility.
2. Equipment and Tipping Operations
- A minimum of three (3) operational trailer tippers must be available daily, except in cases of
mechanical failure.
- Trailer tippers must be capable of accommodating right-hand swing trailers and dump truck-style
tailgates.
3. Tipping Procedures and Safety Protocols
- The contractor shall provide comprehensive written tipping instructions and safety procedures.
