MBTA Contract No. R17CN07
The objective of the project is to construct a new, modern bus maintenance and storage facility for up to 200 buses at 500 Arborway. The new facility will support a mixed fleet of battery electric buses and hybrid electric buses, with electrical service to support a 100% battery electric fleet.
The proposed project includes a new two-story indoor maintenance facility (46,000 SF), a new two-story operations facility (17,000 SF), charging infrastructure facility (16,000 SF), and a new one-story servicing and wash building (14,000 SF), as well as a parking canopy covering the up to 200 bus storage area. The parking canopy will be, at minimum, solar-ready. The project must accommodate approximately 200 parking spaces for employee vehicles (MBTA and employee owned) preferably on site. The scope of work also includes the demolition and abatement of the existing buildings on the 500 Arborway and 327 Forest Hills Street property

The Massachusetts Bay Transportation Authority (the "MBTA") hereby solicits Request for Qualifications (RFQ) for Firms interested in providing Construction Management at Risk (CMAR) Services for the CMAR Arborway Bus Maintenance Facility (the "Project") located in Boston, MA under MBTA Contract No. R17CN07. The Project is being procured using a two-phase process as set forth in M.G.L. c. 149A. Phase One, the Request for Qualifications, RFQ phase, is the qualifications phase used to short list CM firms. Only firms shortlisted during Phase One will be permitted to participate in Phase Two, the Request for Proposals, RFP phase, used to select a CM firm for the Project.
MBTA will evaluate submitted SOQs based upon the identified evaluation criteria in order to create a shortlist of firms and only those respondents shortlisted will be invited to submit a Proposal in response to a detailed Request for Proposals ("RFP") which will be issued in the second phase of the procurement process. The project delivery method for construction will be CM at Risk with a Guaranteed Maximum Price ("GMP") under M.G.L. c. 149A. Interested firms shall demonstrate they have prior experience as a CM, including any M.G.L. c. 149A experience, as well as experience in projects of a similar cost, complexity, type, and size as this Project as it is described in the RFQ.
Estimated Construction Cost: $205,000,000.00
