The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses.
NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS RFI. THIS IS NOT A SOLICITATION FOR PROPOSALS. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested.
Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.
SUMMARY OF SCOPE
The goal of this project is to upgrade the lighting for the Cheyenne River Health Center, located in Eagle Butte, South Dakota. The lighting throughout the building is original to the building construction in 2011. The bulbs in these fixtures are made up of a combination of incandescent, HID, LED, and fluorescent style bulbs. The fixtures are including all components, i.e. ballast, lamp holders, base pans etc. will be removed and replaced with modern LED style lighting units. The lights to be replaced are a multitude of different types throughout the facility. Some examples of lights to be replaced are 2-foot by 4-foot ceiling panel lights with 2, 3, or 4 light bulbs per unit, 2-foot by 8-foot ceiling panel lights with 2, 3, or 4 light bulbs per unit, recessed downlights, vanity, & shower lights. All electrical work will be done with a South Dakota certified electrician. Contractor shall install products following all manufacturer’s specifications.
The contractor shall provide all engineering, design, material, labor, equipment and supervision required to accomplish the following:
Demolition: Contractor shall demolish approximately 2148 total lights.
Light Switches: Contractor shall remove and replace approximately 160 light switches for all areas being replaced with dimmer switches.
Occupancy Switches: Contractor shall remove and replace approximately 6 occupancy switches for all areas being replaced with dimmer switches.
Finishes: Contractor shall provide and install all ceiling tiles and drywall that is disturbed or otherwise damaged by the demolition of existing lighting, fixtures, and switches and the installation of the new LED lighting.
Light Fixtures: Contractor shall provide and install all new LED Lights & fixtures. In total approximately 1957 lights will be renovated with new LED light fixtures throughout the exterior and interior of the facility. These new fixtures will include all components including ballast, lamp holders, base pans etc.
The Period of Performance will be approximately 270 calendar days from the date of the Notice to Proceed.
In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is between $500,000 and $1,000,000.
The type of work to be performed will be categorized under PSC code Z2DA, Repair Or Alteration Of Hospitals and Infirmaries and NAICS code 238210, Electrical Contractors and Other Wiring Installation Contractors with a size standard of $19 million.

Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any firm responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached).
Indian Small Business Economic Enterprises (ISBEEs) as well as other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Please note that a decision not to submit a response to this request for information will not preclude a firm from participating in any future solicitation.
