Site Visit : March 18, 2026 at 9:00 AM MDT. - TYPING ERROR ON TIME ZONE. SITE VISIT WILL TAKE PLACE AT 9:00 AM MDT.
The Government is issuing this amendment to schedule a site visit, establish a deadline for NCIC background check submissions, and extend the quotation due date.
To ensure vendors can attend the site visit, all NCIC background investigation forms must be submitted by March 13. The site visit will be held on March 18, and the quotation due date is extended to March 25 to allow contractors adequate time to incorporate information gained during the visit into their proposals.
This amendment does not alter the scope of work. It is issued solely to promote competition to the maximum extent practicable and to ensure vendors have sufficient information to prepare accurate and competitive quotations.

Notice of Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.
This acquisition IS set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
Solicitation number 15BBNF26Q00000037 is issued as a request for quotation (RFQ), for: The Federal Bureau of Prisons, Field Acquisition Office, intends to issue a solicitation for the supply and installation of:
FCI Englewood requires the procurement, removal, and installation of a new heat exchanger for the existing Patterson Kelley C‑1050LNX boiler located in the Federal Detention Center at FCI Englewood. This is a commercial services requirement involving both materials and labor. The contractor shall remove the existing heat exchanger, supply a new Patterson Kelley (or equal) heat
exchanger, and install and test the new unit in accordance with the specifications provided in the Statement of Work. All equipment must meet or exceed the performance characteristics of the existing Patterson Kelley system. If an “equal” product is proposed, the contractor must submit full technical specifications for Government review and acceptance.
The contractor shall furnish all labor, materials, tools, hardware, and equipment necessary to complete the work and restore the boiler to full operational functionality. Upon completion, the contractor shall test the boiler system to demonstrate proper operation. The Government will dispose of the removed heat exchanger.
Delivery and performance shall occur at FCI Englewood, 9595 W. Quincy Avenue, Littleton, CO
80123, in accordance with the terms of the solicitation.
The contract type will be Firm-Fixed-Price (FFP). The Government reserves the right to award to the responsible vendor(s) whose offer conforms to the solicitation and is considered most advantageous to the Government. The evaluation criteria will follow the Lowest Price – Technically Acceptable (LPTA) method, where price and technical acceptability will be evaluated equally.
The solicitation will be made available on or about March 6, 2026, and will be posted to the GPE website at www.sam.gov. All future information related to this acquisition, including any solicitation amendments and award notices, will also be disseminated through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this solicitation.
