3.0 - Overview
3.1 Project Overview
The City of Pawtucket is advancing the relocation of City Hall administrative offices and
municipal operations to its city-owned facility at 100 Freight Street, Pawtucket. To accelerate
occupancy, the project has been divided into two phases. Phase One has been completed
and is fully operational within the building's east wing.
This Request for Proposals (RFP) is limited to Phase Two, which includes the build-out of the
remaining first-floor area totaling approximately 42,000 gross square feet.
The City seeks qualified Construction Managers (CMs) with demonstrated success delivering
projects of similar size and complexity. The selected CM will provide pre-construction,
bidding, construction, and closeout services under a CM at Risk delivery method with a
Guaranteed Maximum Price (GMP). The project is subject to prevailing wage requirements.
The Construction Manager will be retained under a single contract covering both pre-
construction and construction services. The agreement will be based on a modified AIA
A133-2019 Standard Form of Agreement Between Owner and Construction Manager as
Constructor, with compensation consisting of the Cost of the Work plus a Fee, subject to a
GMP.
The GMP shall include all direct construction costs, general conditions, general
requirements, bonds, insurance, contingency, overhead, and profit. No security deposit will
be required during the pre-construction phase. Upon commencement of construction, the CM
shall furnish 100% performance and payment bonds covering the full GMP amount.
3.2 Project Background
The existing building has a total gross area of 82,000s.f. and consists of two building wings
(east and west). The west wing consists of two floors with a slab-on-grade and has a total area
of +/-42,000 s.f. The east wing consists of a single story, slab-on-grade structure and has a
total area of 40,000s.f. The Phase 1 Project occupies approximately 20,000 s.f. of the east
wing. The remaining area on the first floor will be occupied by the Phase 2 Project area. The
Project's new program of spaces scheduled to be located in Phase Two includes the offices of
Human Resources, Treasurer, Tax Assessors, City Clerk, Purchasing, Accounting /Finance,
City Solicitor, Planning, Zoning, Commerce, IT, and the Mayor's office. Additional support
spaces include storage, meeting spaces, and a staff lounge.
Existing restrooms and utility spaces will remain at its current location and will be repurposed
in the new Project. The building's existing use is office and is currently partially vacant. The
current Phase 1 area will remain operational during construction of the Phase 2 Project. The
Project is planned to be operational by December 2027. The Owner has secured Project
funding.

4.0 - Scope of Work
The Project scope consists primarily of an interior renovation, with limited site improvements
and the addition of a new entrance canopy at the existing building entrance of the east wing.
Work includes demolition of selected interior walls, doors, ceilings, finishes, lighting, and
HVAC components.
Phase Two encompasses approximately 42,000 square feet on the first floor of the east and
west wings at 100 Freight Street. The renovation includes new walls, interior finishes, doors,
frames, hardware, storefront systems at existing entrances, millwork, and related
architectural improvements.
The project also includes targeted upgrades to the existing HVAC, electrical, fire alarm, and
sprinkler systems necessary to support the new floor plan. Plumbing work will be limited to
replacement of deficient fixtures, installation of a new single-occupancy restroom within the
Mayor's Office, and improvements to staff breakroom and lounge areas. The design intent is
to maximize reuse of the existing MEP/FP infrastructure wherever practical. Limited site
improvements may be required to accommodate the new entrance canopy.
The scope further includes replacement of communications cabling and systems, along with
new access control, security, and audiovisual systems. Construction documents will provide
complete design and specification requirements for all low-voltage systems.
Furniture and equipment will be procured by the City. The Construction Manager shall
coordinate all work performed by the City's vendors.
Construction documents are anticipated to be completed by mid-October 2026. The City and
design team intend to submit for permitting immediately thereafter, with permit issuance
anticipated in early November 2026. Construction is expected to commence promptly upon
permit approval.
