FOSM - Interpretive Overlook Rehabilitation

PRE-SOLICITATION NOTICE:

The National Park Service, Interior Regions 3/4/5, intends to issue an Invitation for Bid (IFB) for the Interpretive Overlook Rehabilitation at Fort Smith National Historic Site in Fort Smith, Arkansas.

The Work consists of the construction of an outdoor exhibit and river overlook along an existing sidewalk at Fort Smith National Historic Site. The exhibit and overlook consist of approximately 2,000 SF of concrete with a coloring and stain component. The Work also includes the installation of 9 ornamental trees with turfgrass seeding. The Work also includes the installation of 17 tons of boulders, various signage elements, and the installation of a mural art piece. The Work includes the production and installation of 7 NPS interpretive panels and 5 custom pylons. 3 interpretive panels will be placed in traditional NPS 45 degree angle metal frames and 4 will be affixed to boulders. The work will include tree protection, grading with 87 CY fill, and the removal and replacement of approx. 40 LF of existing sidewalk. Approximate quantities provided for the convenience of the contractor. Contractor shall be responsible for all quantities.

Bid Option 1: The Work consists of the installation of approximately 1400 SF of understory plantings and mulch with a cultivated edge along planting bed edges. The understory planting replaces some of the seeded turfgrass areas. Required landscape walkthroughs and approvals with the COR must also be performed.

Bid Option 2: The Work consists of sandblasting approximately 570 SF of a custom curved pattern on the installed colored concrete sidewalk. The Work includes the creation of the curved pattern guide and required mock-ups.

PROJECT MAGNITUDE: Between $500,000 and $1,000,000

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by Spring 2026 with performance to begin in late Spring 2026.

Construction Wage Rate Requirements for Sebastian County, Arkansas will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238190, and the size standard is $19 million.

This project is set aside 100% for Total Small Businesses.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

PUBLICIZING: The official solicitation and its attachments will be issued and available mid/late February 2026 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities .

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
