Description

This announcement constitutes a Sources Sought/Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WAM F-16 System Program Office Integration Section, Hill AFB, UT intends to award a Five-year contract to support the 309th Software Engineering Group (SWEG) USAF F-16 Block 40/42/50/52 M Series Modular Mission Computer (MMC) and the upgraded General-Purpose High Speed (GPHS) card that provides modern multi-core processing capability, additional memory and Ethernet connectivity for the Operational Flight Program (OFP) software development to update the M Series programs. This capability will provide a technology, which aids in awareness, assessment of changing threats, and tactics in combat environments. This action is being conducted to identify potential sources capable of meeting the requirements the Source Data will include Board Support Package (BSP), Boot, Built In Test (BIT), and middleware, Firmware, Software Executables, Computer Development Station (CDS) Software Executables, Debug Monitor (DM) Software Executables, BIT Programmer's Manual, CDS User's Manual and a Statement of Limited Rights in Technical Data and Computer Software.





The Contractor will be responsible for delivery and integration support of an integrated development/debug environment including the BIT, the CDS, and the DM software for use in M Series OFP, development, integration, and maintenance for the F-16 MMC 7000A configurations. Along with BSP, Boot, BIT, middleware, Firmware, and classified requirements that currently runs in the GPHS module in the MMC 7000AH+ configuration.





The contractor will provide to Hill AFB product releases as well as software maintenance and support for the BSP, BIT, CDS, DM, Boot, middleware, firmware. The Contractor will provide technical support, as needed, during the M Series OFP, development, integration, and maintenance for the F-16 MMC 7000A configurations and the 7000AH+ configuration. Due to security access, system attributes, and concept of operations, foreign contractor participation is not permitted at the prime contractor level. United States contractors must develop software in the United States of America. Security requirements will be in accordance with the F-16 Security Classification Guide (SCG) and any other applicable classification guides. Please contact F-16 Program Office if a copy of the SCG is required Raytheon is the Original Equipment Manufacturer (OEM) for the MMC any executables or source code must match exactly with the existing MMC executables and source code to allow proper updating and interfacing with the M series OFP. The Government does not own and cannot provide data for the MMC. (BIT, CDS, DM, Boot, BSP)





This is a request for information seeking sources capable of meeting the requirements in the Purchase Description.

8. Provide a list of documentation, Government Furnished Equipment, and Government Furnished Information the contractor requires from the U.S. Government, as well as the dates by which they are needed



9. The manufacturer must meet US DoD security protection requirements.



10 The manufacturer's development and production facilities are located within the United States.

11. What type of software maintenance contract would you be able to provide?

12. Access information and permission to use Raytheon. proprietary data?



13. Meets Cyber-Security (Information Assurance) requirement





Interested parties responding to this announcement shall indicate whether they are large, small, small disadvantaged, Section 8(a) qualified, women-owned, minority-owned, service-disabled veteran, or HUB zone, in relation to North American Industry Classification System (NAICS). Interested parties responding to this announcement shall indicate whether they are foreign owned.



Potential offers are requested to provide an executive summary; relevant history and evidence of past performance/capability to perform the tasking not to exceed 10 pages. Information submitted should be pertinent and specific to that which is indicative of the offeror’s capabilities to successfully perform this effort. A vendor point of contact, including an email address must be included in your response. The government does NOT intend to contract on the basis of this request or otherwise pay for the information solicited herein. Copies of your submitted information will be distributed to the AFLCMC/WAM and the contracting officer for review. Interested parties are requested to submit one (1) copy of the aforementioned summary to Kali Miller at kali.miller@us.af.mil and Marcella Iverson at marcella.iverson@us.af.mil no later than 30 calendar days after publication of this notice. No telephone or FAX responses will be accepted.
