The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (“County”) to obtain the services of a qualified General Contractor (“Contractor”) to construct a shared-use path overpass across Sterling Boulevard (Route 846) at the Washington & Old Dominion (W&OD) Trail (the “Project”). This infrastructure improvement will replace the existing at-grade trail crossing with a pedestrian bridge, enhancing safety and connectivity for trail users.
The Project will provide shared use path connections to existing pedestrian facilities on both sides of South Sterling Boulevard and serve a wide variety of users, such as walkers, bicyclists, joggers, rollerbladers, horseback riders, and other trail enthusiasts. The Project site is located within the Sterling District of Loudoun County, Virginia.
The scope of work for this Project includes all necessary surveying and construction layout, maintenance of traffic throughout construction, and earthwork activities such as the removal of unsuitable material and rock excavation. Contractors are responsible for implementing erosion and sediment control measures, complying with environmental regulations, and obtaining all required permits, including, but not limited to, Virginia Stormwater Management Program (VSMP)/Stormwater Pollution Prevention Plan (SWPPP), building trade, and environmental permits. The Project entails bridge construction, installation of an asphalt trail, storm drainage improvements, landscaping, and the enforcement of appropriate safety procedures. All work must be executed in full compliance with applicable standards to ensure successful completion of the pedestrian overpass and associated trail connections.
Pre-Bid Conference:
An optional Pre-Bid Conference will be held virtually on October 8, 2025 at 1:00 p.m. to provide clarification on the project requirements and expectations outlined in this solicitation.
