REQUEST FOR PROPOSALS
AIRCRAFT DEICING VEHICLE
1. PURPOSE
The Metropolitan Airport Authority of Rock Island County ("Authority") is soliciting proposals from
qualified vendors for the purchase and delivery of one (1) truck-mounted aircraft deicing vehicle for use
at Quad Cities International Airport (MLI), Moline, Illinois.
The Authority seeks a commercially available aircraft deicing vehicle capable of applying both Type I
and Type IV deicing/anti-icing fluids to commercial passenger aircraft operating at MLI.
The Authority reserves the right to accept or reject any proposal, waive informalities, and award a
contract deemed to be in the best interest of the Authority.
2. MINIMUM TECHNICAL REQUIREMENTS
The proposed vehicle shall meet or exceed the following minimum requirements:
Fluid Capacity
• Type I fluid tank capacity: Minimum 1,200 gallons
• Type IV fluid tank capacity: Minimum 200 gallons, 300+ gallons preferred
• Separate storage tanks for Type I and Type IV fluids
• Independent fluid delivery systems
Boom and Basket
• Articulating or telescoping boom
• Minimum working height of 40 feet
• Operator basket suitable for aircraft deicing operations
• Basket controls for boom positioning and fluid application
Application System
• Heated Type I fluid application capability
• Type IV fluid application capability
• Adjustable spray nozzles
• Fluid metering or monitoring system
• Capability to deice commercial regional and narrow-body aircraft
Vehicle Chassis
• Commercial-duty diesel-powered chassis
• Automatic transmission
• Power steering
• Air brakes or equivalent heavy-duty braking system
• Highway legal for operation on public roadways
General Requirements
• New, demonstrator, or factory-refurbished equipment will be considered
• Vehicle shall comply with applicable OSHA, ANSI, SAE, and industry standards
• All manuals and maintenance documentation shall be included
• Vendor shall provide operator and maintenance training at delivery
3. PROPOSAL REQUIREMENTS

• Current production or inventory status
D. Warranty
• Warranty coverage and duration
• Available service support
• Parts availability
E. Pricing
• Base purchase price
• Freight and delivery costs
• Training costs
• Optional equipment pricing
• Total delivered cost to MLI
4. EVALUATION CRITERIA
Proposals will be evaluated using the following criteria:

The Authority reserves the right to conduct interviews, request additional information, and negotiate with
one or more proposers.
5. REFERENCES
Proposer shall provide a minimum of three (3) airport references for similar aircraft deicing vehicles
supplied within the past five years.

7. RESERVATION OF RIGHTS
The Authority, in its sole discretion, reserves the right to:
• Accept or reject any or all proposals
• Waive informalities or irregularities
• Request clarification of any proposal
• Negotiate modifications to any proposal or modify dates
• Award based on best value rather than lowest cost and award based on the proposal that best
satisfies the interest of the Authority and not necessarily on the basis of any single factor
The Authority reserves the right, in its sole discretion, to exercise its judgement with respect to any aspect
of this RFP, including the evaluation of submittals and the negotiation and award of any resulting
contract. This RFP is a solicitation for proposals and not a competitive sealed bid. The Authority reserves
the right to negotiate with one or more proposers. The submission of a proposal in response to this RFP
does not impose any legal obligation on the Authority or any proposer, nor does it create any contractual
or quasi-contractual relationship between them. No binding agreement shall exist unless and until a
written contract has been approved by the Authority’s Board of Commissioners and executed by all
required parties.
8. PROPOSAL SUBMISSION
