1. Introduction
The Village of Woodridge, Illinois (the Village) invites proposals from qualified attorneys or law firms
licensed to practice in the State of Illinois to provide Village Prosecutor services pursuant to a
professional services agreement. The selected proposer will represent the Village in prosecuting
violations of municipal ordinances and traffic offenses.
This Request for Qualifications (RFQ) is intended to identify a proposer with demonstrated municipal
prosecution experience, strong courtroom practice, and an approach that supports fair, efficient, and
consistent enforcement of Village ordinances.
The Village may, in its sole discretion, conduct interviews, request clarifications, and negotiate final
terms with one or more proposers. The Village is not responsible for any costs incurred by proposers in
preparing or submitting proposals.
Questions regarding this RFQ must be submitted in writing to the Contact identified on the title page.
Responses and any addenda issued by the Village will be provided to known proposers as applicable. It is
the proposer’s responsibility to acknowledge receipt of any addenda in its proposal.
2. Background of the Village
The Village of Woodridge (population 32,971) is located in DuPage, Will, and Cook Counties, Illinois,
approximately 30 miles southwest of Chicago. Neighboring communities include Naperville, Downers
Grove, Darien, Lisle, Lemont, Romeoville, and Bolingbrook. Woodridge was incorporated on August 24,
1959.
Woodridge has excellent access to I-355 and I-55 and includes significant commercial and industrial
development, including multiple business parks and retail shopping centers.
The Village provides a full range of municipal services, including police services, code enforcement,
community development, and administrative services.
3. Scope of Services and Requirements
3.1 Purpose and Objectives
The purpose of this RFQ is to retain a Village Prosecutor to provide professional prosecution services
that support public safety, promote voluntary compliance with Village ordinances, and ensure due
process for defendants and respondents. The Village’s objectives include consistent case handling,
efficient docket management, and clear communication with Village staff and enforcement personnel.
3.2 Minimum Eligibility and Qualifications
At a minimum, proposers and the attorney(s) assigned to provide services must meet the following
requirements:
Licensed attorney in good standing in the State of Illinois, with at least five consecutive years of
active practice.
Demonstrated experience prosecuting municipal ordinance and traffic matters in Illinois, including
bench trials and motion practice.
Ability to appear on scheduled court call dates and related court proceedings and to provide
qualified substitute coverage, when necessary, subject to Village approval.
No actual or apparent conflicts of interest that would impair the ability to represent the Village, as
determined by the Village.
Capacity to respond to Village communications promptly and to coordinate effectively with the
Police Department, Community Development, and other departments as applicable.
Preference may be given to proposers with prior experience serving as a municipal prosecutor for
similarly situated Illinois municipalities.
3.3 Scope of Services
The Village Prosecutor will provide services that may include, but are not limited to, the following areas:
A. Circuit Court and Related Prosecution Services
COURT LOCATION: DuPage County Judicial Center, 505 N. County Farm Road, Wheaton, IL 60187
COURT CALL DAYS AND TIMES HERE: Court is every Friday, excluding scheduled court holidays, at 8
am.
Review and prosecute Village filed ordinance and traffic matters in the Circuit Court and any other
court of competent jurisdiction.
Prepare complaints, motions, subpoenas, and other pleadings necessary to prosecute cases,
including coordination with officers and witnesses.
Appear on assigned court calls and represent the Village in court proceedings, including trials and
status conferences.
Negotiate agreed dispositions when appropriate, consistent with Village policy and applicable law.
Coordinate with the Village Attorney or special counsel as needed on matters involving complex
legal issues, appeals, or litigation strategy.
B. Case Management and Program Support
Provide guidance to enforcement personnel regarding evidence, documentation, notice
requirements, and case readiness, including recommendations to improve consistency and reduce
dismissal risk.
Attend periodic coordination meetings with Village staff as requested.
Provide template language or recommended updates for ordinance provisions or enforcement
processes when recurring issues are identified, in coordination with the Village Attorney.
Maintain case files and records consistent with professional standards and Village record retention
requirements.
3.4 Service Standards and Reporting
Timely responsiveness to Village communications and requests for guidance on active matters.
Professional, fair, and courteous conduct in court and in all related proceedings.
Monthly invoicing with sufficient detail to allow the Village to confirm work performed, time billed,
and expenses (if any) consistent with the fee arrangement.
Upon request, periodic summaries of docket status, outcomes, and operational recommendations.
4. Qualifications Submittal Requirements
Proposals should be clear, well-organized, and include the information below in the order listed.
Proposers may include additional information that they believe is relevant.
12. Cover Letter signed by an authorized representative.
13. Proposer Contact Information (name, address, phone, email, website).
14. Identification of the Lead Attorney who will serve as the primary Village Prosecutor, including Illinois
ARDC number.
15. Resumes for the lead attorney and any other attorneys or staff expected to work on Village matters,
including relevant municipal prosecution experience.
16. Summary of relevant experience, including a description of municipal clients served within the last
five years and the nature of services provided.
17. Proposed staffing and substitute coverage plan, including how continuity will be maintained if the
lead attorney is unavailable for a scheduled court call or hearing.
18. Conflict of Interest statement identifying any actual or potential conflicts, including representation
of parties that may appear in Village matters.
19. Three professional references, including at least two public-sector references for the lead attorney.
20. Fee Proposal completed on Appendix A, including any proposed retainer structure, per-call rates,
and/or hourly rates as applicable.
21. Proposed form of professional services agreement or engagement letter, or a summary of key
contractual terms the proposer typically requires.
22. Exceptions or requested modifications to the Village’s terms and conditions, if any, are clearly
identified.
The Village may request additional information, writing samples (such as a sample motion or brief), or
an interview as part of the evaluation process.
5. Evaluation and Selection
The Village will evaluate submittals based on the criteria below. The Village may, in its discretion,
conduct interviews and check references before selection.
