RFP #24NEA0225 Human Resources Campus Time and Attendance System

This is a request for proposal for a Human Resources Campus Time and Attendance System.

The State University of New York at Buffalo is seeking proposals from qualified vendors to provide a comprehensive time and attendance solution. The solution must accommodate a university setting with multiple negotiating units, ensuring compliance with various collective bargaining agreements, labor laws, and institutional policies. The goal is to implement a system that enhances accuracy, efficiency, and compliance while integrating seamlessly with existing HR, payroll, and work order systems.

The selected vendor will be responsible for providing, implementing, and supporting a time and attendance system.

The purpose of this Request for Proposal (“RFP”) is to acquire a Human Resources Campus Time and Attendance System for the Human Resources. Each proposal shall be with the understanding that, at a minimum, the successful bidder will be required to provide the services identified below, observing all applicable federal, state and local laws:

1. The vendor acknowledges all university data, including backup and archived, and implementation professional services will only be stored in datacenter within the continental United States.
2. The proposed system must have demonstrated the capability to integrate with additional university systems (such as payroll, SUNY), including accepting file feeds for new employment and employee record changes, synchronizing supervisor changes from a separate tracking system, and populating information into two separate work order systems for campus facilities.
3. The Bidder must have worked with a university with similar payroll/size of at least a minimum of 8,000 users, in addition to multiple negotiating units with unique time and attendance roles
4. The Bidder must have experience accepting exports from a Kronos customer configuration with multiple negotiating units and business rules.
5. The Bidder must have experience of converting into a new system, including implementation services from a Kronos customer.
6. The Bidder must deliver a technology solution that is accessible and complies (and will continue to comply) with applicable federal and/or state laws, rules, regulations, policies, and/or standards, as amended and supplemented during the term of the resulting contract (if any), and the terms and conditions set forth in this Request for Proposal.
7. The Bidder must establish and confirm that accessibility compliance is (and will continue to be) achieved without the use of overlay technology.
