Presolicitiaton Notice
The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial services solicitation, W9127N26QA068, to perform carbon dioxide rehabilitation treatment on a water well at the Bonneville Hatchery, Oregon with an option of doing a second water well. This is a non-personal service, firm fixed priced requirement. Perform these services in accordance with the terms of the contract as defined in this Performance Work Statement and comply with all local, state and federal regulations.
The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 237110 - Water and Sewer Line and Related Structures Construction and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $45.0M. The Product Service Code (PSC) is J046 -Maint/Repair/Rebuild Of Equipment- Water Purification And Sewage Treatment Equipment.
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.
If adequate competition is not received the RFQ will be posted to SAM.GOV
Solicitation issue date is anticipated to be on or about: 01-May-2026
Solicitation close date is anticipated to be on or about: 06-May-2026
The resulting contract will be issued on a Firm-Fixed Price basis with a 90-day period of performance. Onsite work is expected to be completed between 15 May 2026 and 31 July 2026.
Contract award date is anticipated to be on or about: 13-May-2026
