Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract based on this notice or otherwise pay for information solicited.

Proposed Project:
The Bureau of Reclamation, Lower Colorado Dams Office, Hoover Dam has a requirement to establish the official merchandise retail operation, with a target start date of March 2025. This role presents a unique opportunity to enhance the customer experience through innovative merchandising strategies, including green screen photo services and the development of a diverse apparel line encompassing t-shirts, jackets, hoodies, socks, and hats. The contractor will also be responsible for creating unique memorabilia products, such as mugs, magnets, coasters, and ornaments, and implementing remote vending machines for memorabilia and merchandise sales.

The contractor will collaborate closely with the BOR to ensure that all merchandise designs align with our mission and branding. Key responsibilities include sourcing and managing inventory, developing official Hoover Dam merchandise, and exploring fabrication techniques using materials such as copper and cable. Additionally, the role involves facilitating direct shipping of merchandise to visitors¿ homes and establishing a profit-sharing model to drive sustainable growth.

The Hoover Dam Visitor Center¿s (HDVC) mission is to provide affordable, educational, innovative, and entertaining tour experiences that preserve the historical significance of Hoover Dam; and, also fulfill domestic and international customer safety and accessibility needs. Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada. On a daily basis, 2,500 to 3,500 vehicles travel over Hoover Dam. The Visitor Center receives 500 to 3,800 visitors each day, depending on the season of the year.

General Information Regarding Visitors and Tours Offered:
The tourist capacity for the Power Plant tour is 78 people per tour and includes up to 30 people for a Dam Tour. This tour goes every 15 minutes and is 30 minutes in length.
The tourist capacity for the Dam Tour is 30 people per tour. This tour goes every 30 minutes and is 60 minutes in length.
During peak months, approximately 25-38 Power Plant tours are given each day.
During off-peak, approximately 15-26 tours are provided daily.
The Power Plant tours end indoors on the second level of the Visitors Center.
The Dam Tour ends outdoors. Visitors wishing to access the Theater Level at the Visitors Center must re-enter through the security area.
The numbers of people who go on the Hoover Dam Tour annually vary from month to month and year to year.

The applicable North American Industry Classification System (NAICS) Code 541921 with a corresponding small business size standard of $16.0 million.
