LAND & WATER CONSERVATION FUND GRANT FOR
EASTSIDE PARK REHABILITATION
Separate, sealed Bids will be received for furnishing all materials, labor, tools, equipment, and incidentals
necessary for the rehabilitation of Eastside Park located in the City of Douglas until Tuesday,
February 17, 2026, by 2:00PM, at which time bids will be opened and read. Bid Proposal Package
must be delivered to the City of Douglas, Purchasing Agent.
The meeting will be held at the City of Douglas, City Hall located at 302 South Madison Avenue,
Douglas, Georgia 31533. Proposals can be mailed or delivered to the attention of Wynetta Bolder, City
Clerk at 302 South Madison Avenue, Douglas, Georgia 31533. Bids will be opened to the public.
Proposals received after the designated time will not be considered. The City of Douglas may select a
successful low bidder after evaluation of all bids.
There will be a Mandatory Pre-Bid Conference held at 2:00PM local time, on Tuesday, February 3,
2026. This conference will be held at City Hall at 302 South Madison Avenue, Douglas, Ga 31533.
This pre-bid conference is mandatory for all contractors intending to submit a proposal as the
prime contractor.
The Scope of Work Includes: Rehabilitation of existing buildings, rehabilitation of playground swing
sets, new streetside parking, new Tee Ball field, new basketball courts, new playground equipment,
new sidewalk and existing sidewalk repairs, grading, drainage, and erosion control.
All proposals shall be accompanied by a Bid Bond in favor of the City of Douglas in the amount of at
least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the
Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and
Payment Bonds as provided by the law and approved by the Attorney for the City of Douglas.
Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall
be equal to 100 percent (100%) of the Contract amount.
The Bid Bond shall be forfeited to the City of Douglas as liquidated damages if the Bidder fails to
execute the Contract and provide Performance and Payment Bonds within (10) days after being
notified that he has been awarded the Contract.
All work on the project must be completed within 210 consecutive calendar days of the date of Notice
to Proceed.
NOTICE TO THE PUBLIC: DISADVANTAGED BUSINESS ENTERPRISE (DBE). The proposed
DBE goal is 7.34%.
Copies of the plans and specifications may be obtained from Statewide Engineering, Inc., 516 East
Ashley Street, Douglas, Georgia 31533, 912-384-7723 for $200.00 per set for full printed specification
and plans, or $50.00 for specifications and plans emailed in pdf format (non-refundable). Plans and
Specifications are also on file (for view only) at the City of Douglas Purchasing Office. All Bidders
must receive bid package from Engineer in order to be considered certified. Bids from non-
certified Bidders will not be considered.
The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable
2016 Supplemental Specifications, Special Provisions, or any other provision contained within this contract
will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia Department
of Transportation Specifications.
