INFORMATION FOR SUBMISSION

1. INTRODUCTION & PURPOSE

Finney County, Kansas (“County”) is seeking qualified architectural and design to provide professional services for the evaluation, design, documentation, and construction administration of roofing replacement, restoration, and repair projects across multiple County-owned facilities. This RFQ supports the County’s Roof Replacement and Repair RFB and is intended to secure a design professional to assist with:

  • Pre-construction evaluation and prioritization
  • Development of technical specifications and drawings
  • Bid support and contractor coordination
  • Construction oversight and closeout

2. PROJECT OVERVIEW

The County is planning roof improvements at the following facilities:

  • Exhibition Building (Fairgrounds)
  • Road Department Building
  • 4-H Building (Fairgrounds)
  • West Pavilion Building (Fairgrounds)
  • Courthouse
  • Administration Building
  • Juvenile Detention Center
  • Community Corrections Building
  • Public Works Building
  • Grandstand Main Roof (Fairgrounds)
  • Public Works Shop Building

Project scopes include:

  • TPO roofing systems
  • Roof coating restoration systems
  • Asphalt shingle replacement
  • Metal roof replacement
  • Flashing, drainage, and penetration improvements

3. SCOPE OF PROFESSIONAL SERVICES

The selected firm shall provide services including, but not limited to:

A. Existing Conditions Assessment

  • Roof inspections and condition reports
  • Moisture scans and core sampling (as needed)
  • Verification of existing assemblies
  • Identification of deficiencies and code issues

B. Design & Documentation

  • Preparation of construction drawings and specifications
  • Roofing system design (TPO, coatings, shingles, metal)
  • Detailing of flashings, penetrations, and drainage
  • Energy code compliance and insulation design
  • Phasing plans (if needed for occupied buildings)

C. Bid Phase Services

  • Assistance with contractor RFB
  • Response to bidder questions
  • Issuance of addenda
  • Bid review and recommendation

D. Construction Administration

  • Submittal and shop drawing review
  • Periodic site observations
  • Coordination with County and contractor
  • Pay application review
  • Punch list development

E. Project Closeout

  • Final inspection
  • Warranty verification
  • As-built documentation
  • Project certification

4. SUBMITTAL REQUIREMENTS

Interested firms shall submit a Statement of Qualifications including:

A. Firm Information

  • Firm name, address, and contact information
  • Years in business
  • Office location (preference within 70 miles of Garden City, KS)

B. Relevant Experience

  • Experience with commercial/public roofing projects
  • Experience with multi-facility or program-based work
  • Experience with TPO, coatings, metal, and shingle systems

C. Project Examples (3–5 minimum)

Include:

  • Project name and location
  • Description of services provided
  • Construction value
  • Owner contact reference

D. Key Personnel

  • Project manager
  • Lead designer/specifier
  • Field/construction administration staff

E. Technical Approach

  • Approach to evaluating multiple facilities
  • Strategy for prioritization and budgeting
  • Approach to minimizing disruption to operations

F. Familiarity with Codes & Standards

  • Kansas building codes
  • Energy codes
  • Roofing manufacturer standards

G. References

Minimum three (3) references from similar projects

5. EVALUATION CRITERIA

Submittals will be evaluated based on:

  • Relevant project experience
  • Qualifications of key personnel
  • Understanding of project scope
  • Technical approach
  • Past performance and references
  • Ability to meet schedule and budget constraints

7. CONTRACT TYPE

The County anticipates entering into a professional services agreement with the selected firm. Compensation may be structured as:

  • Lump sum per facility
  • Hourly not-to-exceed
  • Phased (assessment, design, construction)

9. GENERAL TERMS

  • The County reserves the right to reject any or all submittals
  • This RFQ does not obligate the County to award a contract
  • All costs incurred in preparation are the responsibility of the respondent
  • Contract award is subject to Board of County Commissioners’ approval
