Pre-Solicitation Synopsis



This is a pre-solicitation synopsis for Concept Refinement studies under Firm Fixed Price (FFP) contract(s) for design development and production planning for the Next Generation Logistics Ship (NGLS) program. Objectives of this effort include identifying cost effective design solutions, leveraging commercial practices and standards to the maximum extent practical to inform and validate requirements, and maximize affordability and producibility.



The Next Generation Logistics Ship (NGLS) Program is a new class of ships intended to augment the current Combat Logistics Force ships. The NGLS will enable refueling, rearming, and resupply of Naval and USMC assets and be capable of operating in contested and non-contested environments. The NGLS is envisioned to be smaller than existing ships in the Combat Logistics Force, operate in global maritime domains, and sustain afloat and ashore Navy and USMC requirements. NGLS is currently conceived to be a single ship type providing Refuel, Resupply, and Rearm capabilities.



The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive Request for Proposal (RFP) under North American Industry Classification System (NAICS) code 336611 during the 4th quarter of FY25 in accordance with FAR Part 15 – Contracting by Negotiation.

This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions received for this Synopsis will be treated as public information and may be released on beta.SAM.gov.



The Government will consider all comments received on this pre-solicitation synopsis. The Government does not commit to providing a response to any comment or question. Any adjustment to RFP related documents based on comments received remains solely at the Government's discretion. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis. Any comments and/or questions regarding this pre-solicitation synopsis must be submitted to the Contracting Officer, Steven Noel, via email at steven.w.noel.civ@us.navy.mil. No telephone inquiries will be accepted.



The final RFP, to include the Statement of Work and Specification and related files listed under solicitation number N00024-25-R-2231, will be issued electronically. Please continue to check SAM.gov for issuance of the final RFP and related documents by accessing the following internet address: http://www.SAM.gov. Response to the proposal shall be made within the Procurement Integrated Enterprise Environment (PIEE) Solicitation (SOL) module, instruction for which will be release concurrent with the RFP.



The Government intends to release the final RFP within 4 weeks of this notice and anticipates award in FY26. If the RFP is released, please note that proposals will be due approximately 4 - 5 weeks after RFP release.
