Contractor must be qualified to perform carpentry repairs and painting on historic homes identified by the Massachusetts Historical Commission (MHC)

References – All bids shall be accompanied by a list of at least five references from similar projects over the past 5 years. At least 3 of those references should be from municipal or state agencies.

Special Requirements:
All bids shall be submitted on the Bid Response Sheet provided in this specification in a sealed envelope clearly marked "Bid – Pierce House Porch Repair 2026”

Bid Deposit - all bids shall be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the Town of Lincoln. The amount of such bid deposit shall be five percent of the total value of the bid.

Payment Bond – If selected as contractor, the vendor will, within ten days (Saturdays, Sundays and legal holidays excluded), following notification of selection, provide a payment bond, from a surety company qualified to do business under the laws of the Commonwealth and satisfactory to the awarding authority, in the sum of fifty percent of the contract price, the premiums for which are to be paid by the contractor and are included in the contract price.

All bids must comply with the following conditions:
1.
All bids shall be submitted on the Bid Response Sheet provided in this specification in a sealed envelope clearly
marked "Bid – Pierce House Porch Repair 2026”
2.
Bid Deposit - all bids shall be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check
on, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the Town of Lincoln.
The amount of such bid deposit shall be five percent of the total value of the bid.
3.

6.
Insurance - coverage as specified below shall be taken out in a company or companies authorized to do such business
in the Commonwealth of Massachusetts and shall be written for not less than any limits of liability as specified herein
below, or required by law, whichever is greater.
a.
Worker's Compensation and other benefits as required under Chapter 152 of the General Laws, as
amended, and Section 34A of Chapter 149 of the General Laws. Employer's Liability with a limit of at least
$100,000 each accident.
b.
Comprehensive General Liability and Automotive Liability: General Liability shall include Contractor's
Liability, Completed Operations and Products Liability; all on the occurrence basis with Personal Injury
Coverage and Broad Form Property Damage. Automotive Liability shall include coverage for owner, non-
owned and hired automobiles, where applicable. Combined single limit for Comprehensive General Liability
and Automotive Liability: Each Person $1,000,000 Each Occurrence $1,000,000
c.
The Town of Lincoln will be named as an additional insured on all policies.
Certificates of Insurance shall be submitted to the Town simultaneously with the execution of the Contract.
Certificates shall indicate that Contractual Liability coverage is in force. These Certificates shall contain a provision
that the insurance company will notify the Town by registered mail at least thirty days in advance of any cancellation,
change or expiration of the policies.
7.
The Pierce House Committee will make an award to the lowest responsible and responsive bidder. The responsive
bidder will be the one who meets all bid requirements and submits all required information to the Town. The
responsible bidder will also be subject to reference checks.
8.
All work will be performed in accordance with the relevant section(s) of the Bid Specifications below.
9.
This contract shall be in effect from the date of signing and must be completed not later than April 15, 2026
THURSDAY, APRIL 30, 2026 (AMENDED IN ADDEDUM 1), unless otherwise agreed upon by the Town.
10. The Town reserves the right to reassign the contract to another firm should the vendor awarded the contract fail to
carry out the contract at any time during the contracting period.

12. The Terms and Conditions of the contract are spelled out in this Invitation for Bids, in the Bid Specifications, and in
the Bid Response Sheet, all of which will be part of the contract document. The successful bidder will be
acknowledged with a letter of award, which will be signed by both parties. This letter will also become part of the
contract document.

General Specifications
See attachment A for specifications for repairs with associated images.
Contractor must be qualified to perform carpentry repairs and painting on historic homes identified by the
Massachusetts Historical Commission (MHC) (Records page attached as ATTACHMENT G.)
Contractor must provide and dispose of their own dumpster or dispose of all debris offsite.
ATTACHMENT A
BID SPECIFICATIONS FOR REPAIR WITH ASSOCIATED IMAGES
Pierce House Porch Repair 2026 (B-Side Porch)
A. Existing Conditions (Observed)
The review of existing conditions including selective removal and discovery verifies that the existing carrying beam and other
roof framing members will require replacement. Additionally, the existing roof system including flashing and gutters will
require replacement to correct failing conditions and restore the roof system properly, while eliminating existing design flaws
and membrane roof penetrations.
The B-Side Porch Roof area has required active support to ensure it is safe and secure, as well as sectioning it off to eliminate
access to an unsafe area. Contractor shall maintain safe conditions, including barriers and restricted access.
B. General Specifications
Contractor shall visit the site and verify all existing conditions and dimensions. (Mandatory pre-bid site visit required per
Invitation to Bid.)
Maintain all existing safety barriers and restricted access measures. Provide additional temporary protection, signage,
and controls as needed.
Temporary shoring/supports are currently in place. Contractor shall maintain, adjust, supplement, and/or redesign
shoring as required to safely complete work. Shoring shall not be removed until new structural members are installed
and the structure is stable.
Provide temporary weather protection during any open-framing / exposed conditions to prevent water infiltration and
damage.
Protect historic/architectural elements (columns, capitals, fascia/entablature, trim, ceiling finishes, railing/balustrade
components). Where removal is necessary, carefully detach, store, and reinstall. New work shall be in-kind and match
existing profiles and appearance unless otherwise directed by the Town.
REMOVED PER ADDENDUM 1 - Roofing, flashing, and gutter work shall restore a complete and weathertight system,
correcting failing conditions and eliminating design flaws and membrane penetrations to the extent practicable.
Contractor shall provide complete debris removal and leave the site broom clean upon completion.
C. Final Repair Sequence
1. Structural Member Replacement including carrying beam and deteriorated rafters/sheathing replacement, as well as
deck framing carrying beam and column replacement as required.
2. Following repairs, remove shoring, replace deck surface and reinstall ceiling, and trim details.
