Notice of Intent to Sole Source
The Defense Health Agency Contracting Activity (DHACA) Healthcare Contracting Division – West (HCD-W) intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source. The proposed source is Thermo Electron North America LLC. This is a Notice of Intent to Award a Sole Source Contract. Reference#: HT941025N0075.
DHACA HCD-W on behalf of Navy Environmental Preventive Medicine Unit (NEPMU-5), intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

This requirement has period of performance from 15 APR 2025 to 22 JAN 2026.
This is a non-personal services contract to provide service maintenance and repair contract to include a minimum of one Preventive Maintenance (PM) service visit, unlimited technical support and maintenance and repair visits as required to keep three (3) Ion Chromatorgraphy (IC) System operational at its optimum capabilities.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform any necessary maintenance and/or repair to include any replacement of any parts as defined in this Performance Work Statement (PWS).
There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 811210 Electronic and Precision Equipment Repair and Maintenance. Small Business Size Standard: $34M.
This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
